RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Kauffman & Associates, Inc. in the amount of $85,000 regarding the provision of consultation services that are designed to assist Department of Health and Human Services - Behavioral Health staff with communicating, engaging and building relationships with local tribes for the period of July 1, 2024 through August 31, 2025;

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Kauffman & Associates, Inc., after review and approval by County Counsel, Risk Management, and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Kauffmann & Associates, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) recognizes the need to develop and maintain relationships with tribes and native communities throughout Humboldt County.  For more than thirty-three (33) years, Kauffman & Associates, Inc. has been providing high-quality training and technical assistance, research, evaluation, communications, outreach and event planning to federal, state and tribal governments, national nonprofits, private philanthropies and organizations and intertribal consortia.  Kauffman & Associates, Inc’s expertise includes, without limitation, behavioral health, including, but not limited to, tribal opioid response and suicide prevention, public health, the Indian health delivery system, tribal relations and tribal consultation and education.  Kauffman & Associates, Inc. clients include multiple tribes and state departments in California, Montana, North Dakota, Oregon and Washington; as well as several federal agencies, such as the Indian Health Service and Centers for Medicare & Medicaid.

 

The attached professional services agreement with Kauffman & Associates, Inc. will allow for the provision of various consultation services that are designed to assist DHHS - Behavioral Health staff with communicating, engaging and building relationships with local tribes and native communities, in order to facilitate the identification and evaluation of needs related to the provision of mental health and substance abuse services in Humboldt County, for the period of July 1, 2024 through August 31, 2025.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Kauffman & Associates, Inc regarding the provision of consultation services that are designed to assist DHHS - Behavioral Health staff with communicating, engaging and building relationships with local tribes and native communities for the period of July 1, 2024 through August 31, 2025  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Kauffmann & Associates, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed tribal consultation services.

The attached professional services agreement with Kauffmann & Associates, Inc. has a maximum amount payable of Eighty-Five Thousand Dollars ($85,000.00) for the period of July 1, 2024 through August 31, 2025.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Kauffmann & Associates, Inc. in its entirety.

 

Expenditures appropriations related to the attached professional services agreement with Kauffman & Associates, Inc. have been included in proposed fiscal year 2024-2025 budget for DHHS -Behavioral Health Administration budget unit 1170-424 and will be included in the fiscal year 2025-2026 annual budget cycle.  Funding for the attached professional services agreement with Kauffmann & Associates, Inc. is available through Mental Health Services Act Workforce, Education and Training and Federal Medi-Cal administration revenues received by DHHS - Behavioral Health.

 

STAFFING IMPACT:

Approval of the attached professional services agreement with Kauffmann & Associates, Inc. will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached professional services agreement with Kauffman & Associates, Inc. regarding the provision of consultation services that are designed to assist DHHS - Behavioral Health staff with communicating, engaging and building relationships with local tribes and native communities.  However, this alternative is not recommended since it would impact DHHS - Behavioral Health’s ability to develop and maintain relationships with local tribes and native communities needed to facilitate the identification and evaluation of needs related to the provision of mental health and substance abuse services in Humboldt County.
