That the Board of Supervisors:

1.                     Ratify the attached Subaward Certification of Assurance of Compliance with California Office of Emergency Services (CalOES)

California Office of Emergency Services FH-High Frequency Communications Equipment Program Grant

 

DISCUSSION:

The California Office of Emergency Services, CalOES, offered grant funding up to $60,000 to procure high frequency communications equipment. The funding includes the installation of the purchased equipment as well as training on the use of the equipment. This grant offering was on a first-come first-served basis. The announcement of the grant, and the grant application deadline was unusually short. The deadline for the grant application prohibited the Sheriff’s Office from bringing the item to the Board of Supervisors in advance. 

 

The agreement was reviewed by County Counsel and approved to be signed by the County Administrative Officer and Sheriff with subsequent ratification by the Board. The Certification of Assurance is a binding affirmation that the subrecipient will comply with the requirements and restrictions outlined in the CalOES Subrecipient Handbook, including but not limited to: proof of authority; state and federal civil rights laws; equal employment opportunity; drug-free workplace, California Environmental Quality Act; and lobbying.

 

FINANCIAL IMPACT:

If awarded, CalOES will be funding the Humboldt County Sheriff up to $60,000. This grant does not require a match. Therefore, there will not be any General Fund requests.

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs .
