RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Sheriff to sign the Genasys Saas Software Agreement between the County of Humboldt and Genasys Incorporated; and

2.                     Authorize the Chair of the Board or Sheriff to sign any amendments to the Agreement, during the term of the Agreement, upon review and approval by the County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

The Humboldt County Sheriff’s Office (HCSO) through its Office of Emergency Services (OES) is seeking to continue providing dynamic community evacuation zones and plans with the utilization of technology. In 2021, the County of Humboldt entered into services with Genasys (formerly Zonehaven) to provide countywide evacuation zones for use during emergencies. This program allows for real-time mapping products and life-saving public information during fires, floods and other local hazards.

 

Renewal of this service will allow for the continuation of life-saving services to the public and will support a well-coordinated emergency response for fire, law enforcement and emergency management during times of crisis. This agreement will sustain services for a three-year period, including access to the Evacuation Management Platform, which assists with rapid evacuation mapping and notifications; Community Evacuation Interface, which provides real-time information to Humboldt County residents during evacuation emergencies; and TRAFFIC AI, which will assist with evacuation route planning and a better understanding of unique evacuation challenges in areas of the county with limited transportation and travel access.

 

This software reduces emergency management’s reflex time in issuing evacuation notifications to the public and improves operational efficiency during emergency events by allowing for the creation of “evacuation pre-plans.” The platform also allows fire, law enforcement and emergency management personnel to collaborate in real-time to run evacuation scenarios and determine evacuation zones to be put under an evacuation order or warning status during a local emergency event. The Community Evacuation Interface offers an accessible, real-time map to Humboldt County residents to obtain information about pre-incident preparedness, as well as crisis communications and life-safety information during local and regional emergencies.

Narrative Explanation of Financial Impact:

The Board of Supervisors approved a Measure Z Funding Request in the amount of $188,324 for the Genasys Evacuation Management Platform and Community Evacuation Interface. The agreement with Genasys Incorporated covers a three-year term from August 2024 through August 2027 and will not result in additional expenditures through the agreement term. Appropriations for the agreement were included in the adopted budget for fund 1100, budget unit 297 Sheriff Measure Z for FY 2024-25.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to authorize the Genasys contract renewal, however, this is not recommended as it would eliminate a critical life-saving service that Humboldt County residents depend on during emergencies.
