RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with McKinleyville Community Collaborative in the amount of $236,370 regarding the provision of administrative support services related to implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in Humboldt County for the period of September 26, 2023 through June 30, 2025;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with McKinleyville Community Collaborative, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with McKinleyville Community Collaborative to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The Infant-Family and Early Childhood Mental Health Curriculum addresses the social-emotional wellbeing of young children between zero (0) to five (5) of age and provides a framework of promotion, preventative-intervention and treatment approaches within the context of the child’s relationship to their parents and/or caregiver. Providing behavioral health services to infants and young children is a skillset that requires specialized training. It is critical, in this time of development, to understand how to work in partnership with families so that children can access appropriate intervention and treatment for early recovery. Presently, there is a shortage of individuals trained in Infant-Family and Early Childhood Mental Health.
The Humboldt Infant-Family and Early Childhood Mental Health (IFECMH) Certificate Training Program was developed to increase workforce capacity to address the social and emotional needs of our young children and their families. Implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program will reinforce the community mission of establishing and maintaining programs that contribute to the health, safety and wellbeing of children living within Humboldt County.
The attached professional services agreement with McKinleyville Community Collaborative will allow for the implementation of Infant-Family and Early Childhood Mental Health Certificate Training Program in Humboldt County for the period of September 26, 2023 through June 30, 2025. It should be noted that the attached professional services agreement with McKinleyville Community Collaborative comes to the Board after the start date thereof since it is intended to terminate and replace the current professional services agreement with McKinleyville Community Collaborative regarding implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program that was approved by the Board on September 26, 2023.
Accordingly, the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with McKinleyville Community Collaborative regarding the provision of administrative support services related to implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in Humboldt County for the period of September 26, 2023 through June 30, 2025. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with McKinleyville Community Collaborative, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in Humboldt County.

The attached professional services agreement with McKinleyville Community Collaborative has a maximum amount payable of Two Hundred Thirty-Six Thousand Three Hundred Seventy Dollars ($236,370.00) for the period of September 26, 2023 through June 30, 2025. In no event shall the maximum amount paid under the attached professional services agreement with McKinleyville Community Collaborative exceed One Hundred Eighteen Thousand One Hundred Eighty-Five Dollars ($118,185.00) per fiscal year for fiscal years 2023-2024 and 2024-2025. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with McKinleyville Community Collaborative in its entirety.
Expenditure appropriations related to the attached professional services agreement with McKinleyville Community Collaborative have been included in the approved fiscal year (FY) 2023-2024 and proposed FY 2024-2025 budget for DHHS - Behavioral Health budget unit 1170-477. Funding for the attached professional services agreement with McKinleyville Community Collaborative is available through Mental Health Services Act revenues received by DHHS - Behavioral Health. As a result, approval of the attached professional services agreement with McKinleyville Community Collaborative will not impact the Humboldt County General Fund.
STAFFING IMPACT:
Approval of the attached professional services agreement with McKinleyville Community Collaborative will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with McKinleyville Community Collaborative regarding the provision of administrative support services related to implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program in Humboldt County. However, this alternative is not recommended since implementation of the Infant-Family and Early Childhood Mental Health Certificate Training Program will allow for an expanded workforce necessary to meet social, emotional and educational needs of infants and young children and families in Humboldt County.
