RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services (DHHS) - Child Welfare Services (CWS) Director, or a designee thereof, to execute the attached second amendment to the professional services agreement with McKinleyville Community Collaborative dated regarding the provision of child abuse prevention, intervention and treatment services to at-risk families residing in Humboldt County in an amount not to exceed $675,000 for the period of July 1, 2021 through June 30, 2030; and
2. Authorize the DHHS - CWS Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with McKinleyville Community Collaborative, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to electronically provide the DHHS - Contract Unit with one fully executed certified copy of the Board order related to this item.

DISCUSSION:
The California Department of Social Services - Office of Child Abuse Prevention Child Abuse Prevention, Intervention and Treatment Program has provided funding for the provision of early intervention and prevention services, including, without limitation, parenting classes, individualized parenting training and parent support meetings, to underserved populations throughout California since fiscal year (FY) 2002-2003.
On June 29, 2022, the County of Humboldt, by and through its DHHS - CWS, entered into a professional services agreement with McKinleyville Community Collaborative regarding the provision of child abuse prevention, intervention and treatment services to at-risk families residing in Humboldt County for the period of July 1, 2021 through June 30, 2023. The professional services agreement with McKinleyville Community Collaborative was subsequently amended in order to extend the term thereof, increase the maximum amount payable thereunder and modify the budgetary requirements set forth therein on June 15, 2023.
The attached second amendment to the professional services agreement with McKinleyville Community Collaborative will allow for the continued provision of needed child abuse prevention, intervention and treatment services to at-risk families residing in Humboldt County for through June 30, 2030.
Accordingly, DHHS - CWS recommends that the Board approve, and authorize the DHHS - CWS Director, or a designee thereof, to execute, the attached second amendment to the professional services agreement with McKinleyville Community Collaborative dated June 29, 2022 regarding the provision of child abuse intervention, prevention and treatment services to at-risk families residing in Humboldt County for the period of July 1, 2021 through June 30, 2030. It is also recommended that the Board authorize the DHHS - CWS Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with McKinleyville Community Collaborative dated June 29, 2022, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed child abuse intervention, prevention and treatment services to at-risk families residing in Humboldt County.

Narrative Explanation of Financial Impact:
The attached second amendment to the professional services agreement with McKinleyville Community Collaborative will increase the maximum amount payable thereunder from $375,000 to $675,000 for the period of July 1, 2021 through June 30, 2030. In no event shall the maximum amount paid under the professional services agreement with McKinleyville Community Collaborative exceed $75,000 per FY for FYs 2026-27 through 2029-30. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the professional services agreement with McKinleyville Community Collaborative in its entirety.
Expenditure appropriations related to the professional services agreement with McKinleyville Community Collaborative have been included in the proposed FY 2026-27 for DHHS - Social Services budget unit 1160-508. Funding for the attached second amendment to the professional services agreement is available through Child Abuse Prevention, Intervention and Treatment Program revenues received by DHHS - CWS.
STAFFING IMPACT:
Narrative Explanation of Staffing Impact:
Approval of the attached second amendment to the professional services agreement with McKinleyville Community Collaborative will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached second amendment to the professional services agreement with McKinleyville Community Collaborative regarding the provision of child abuse prevention, intervention and treatment services to at-risk families residing in Humboldt County. However, this alternative is not recommended since it will severely limit DHHS - CWS’ ability to provide needed child abuse intervention, prevention and treatment services to at-risk families residing in Humboldt County.
