RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute, the attached work order agreement with Heluna Health regarding the provision of COVID-19 surveillance testing services for the period of August 1, 2021 through June 30, 2022;
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other documents directly associated with, the attached work order agreement with Heluna Health, after review and approval by County Counsel, Risk Management and the County Administrative Office;
3. Direct the Clerk of the Board to return one (1) fully executed copy of the attached work order agreement with Heluna Health to the Department of Health and Human Services - Contract Unit for further processing; and
4. Approve the attached supplemental budget in the amount of $250,000 for Department of Health and Human Services - Public Health Emergency Preparedness budget unit 1175-455 (4/5 vote required).

DISCUSSION:
The Humboldt County Department of Health and Human Services - Public Health currently collaborates with local health care providers to perform COVID-19 surveillance testing as part of its participation in the California Department of Public Health’s Community Sentinel COVID-19 Surveillance Program. Surveillance testing of mildly symptomatic or asymptomatic individuals helps determine true prevalence of disease within the community which informs response efforts.
The attached work order agreement with Heluna Health will allow DHHS - Public Health to be reimbursed for COVID-19 surveillance testing services provided as part of the Community Sentinel COVID-19 Surveillance Program for the period of August 1, 2021 through June 30, 2022. It should be noted that the attached work order agreement with Heluna Health comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, DHHS - Public Health recommends that the Board approve, and authorize the DHHS - Public Health Director, or a designee thereof, to execute, the attached work order agreement with Heluna Health regarding the provision of COVID-19 surveillance testing services for the period of August 1, 2021 through June 30, 2022. It is also recommended that the Board authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all amendments to, and any other documents directly associated with, the attached work order agreement with Heluna Health, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed COVID-19 surveillance testing services.
FINANCIAL IMPACT:
The attached work order agreement with Heluna Health will allow DHHS - Public Health to receive up to $250,000 for surveillance testing services provided during the period of August 1, 2021 through July 31, 2022. The attached supplemental budget will allow for additional revenue and expenditure appropriations related to the attached work order agreement with Heluna Health in the amount of $250,000 to be included in the budget for DHHS - Public Health Emergency Preparedness budget unit 1175-455. Approval of the attached work order agreement with Heluna Health will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached work order agreement with Heluna Health regarding the provision of COVID-19 surveillance testing services. However, this alternative is not recommended as it would prevent DHHS - Public Health from seeking reimbursement for the provision of such services.
