RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Direct the Registrar of Voters to conduct the special election for the Briceland Community Services District;

2.                     Consolidate this election with the Statewide Direct Primary Election to be held on June 7, 2022;

3.                     Direct the Briceland Community Services District to reimburse the County of Humboldt for costs incurred;

4.                     Request the Clerk of the Board forward the signed Board Order and copy of the Briceland Community Services District Resolution 2021-3 to the Humboldt County Office of Elections.

DISCUSSION:

On December 27, 2021, the Briceland Community Services District passed Resolution 2021-3 calling for an election to fill the vacant governing board seat for the remainder of the term. The district is requesting consolidation with the Statewide Direct Primary Election to be held on June 7, 2022, pursuant to Election Code Section 10403 and agrees to reimburse the county for all costs associated with the consolidated election.

 

FINANCIAL IMPACT:

Election consolidation will ultimately not impact the General Fund. All funds advanced by the General Fund, approximately $1,000, will be fully reimbursed by the Briceland Community Services District.

This action supports your Board’s Strategic Framework by providing community-appropriate levels of service .

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your board could choose not to approve consolidation of the Briceland Community Services District special election with the Statewide Direct Primary Election; however, this is not recommended. Not consolidating the election would require the Office of Elections to hold a separate election for the district at a much greater cost to the district.
