RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, regarding the provision of strategic planning, performance assessment and administrative support services that are designed to assist the Department of Health and Human Services - Child Welfare Services with the development and implementation of system-wide quality assurance and performance related improvements in an amount not to exceed Three Hundred Ninety-Nine Thousand Two Hundred Eighty-Nine Dollars ($399,289.00) for the period of September 12, 2023, through June 30, 2027;

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Pursuant to the terms and conditions of the Stipulated Supplemental Judgment with the California Attorney General’s Office, the Department of Health and Human Services - Child Welfare Services (“DHHS-CWS”) was required to obtain the services of a third-party compliance monitor, California Center for Rural Policy, to review its progress and report to the Attorney General’s Office for the duration of the one-year term thereof.  The California Center for Rural Policy has successfully reported, monitored and facilitated all necessary requirements to fulfill the terms and conditions of the Stipulated Supplemental Judgement.

 

The attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, will allow DHHS - Child Welfare Services to receive strategic planning, performance assessment and administrative support services that are designed to assist with the development and implementation of system-wide quality assurance and performance-related improvement, including, without limitation drafting a vision and value statement to align and improve staff culture, as well as a system improvement plan and annual progress reports thereafter, for the period of September 12, 2023, through June 30, 2027.

 

Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, regarding the provision of strategic planning, performance assessment and administrative support services that are designed to assist DHHS - Child Welfare Services with the development and implementation of system-wide quality assurance and performance related improvements for the period of September 12, 2023, through June 30, 2027.  It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed strategic planning, performance assessment and administrative support services.

The attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, has a maximum amount payable of Three Hundred Ninety-Nine Thousand Two Hundred Eighty-Nine Dollars ($399,289.00) of September 12, 2023, through June 30, 2027.  In no event shall the maximum amount paid under the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, exceed One Hundred Seventeen Thousand One Hundred Fifty-Two Dollars ($117,152.00) for fiscal year 2023-2024 and Ninety-Four Thousand Forty-Six Dollars ($94,046.00) per fiscal year for fiscal years 2024-2025 through 2026-2027.  However, in the event that local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Cal Poly Humboldt, on behalf of the California Center for Rural Policy, have been included in the approved fiscal year 2023-24 budget for DHHS - Social Services budget unit 1160-508.  Funding for the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, is available through a combination of state and federal revenues received by DHHS - Child Welfare Services.  As a result, approval of the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Approval of the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, will not impact current staffing levels. 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and managing community resources to ensure sustainability of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with Cal Poly Humboldt Sponsored Programs Foundation, on behalf of the California Center for Rural Policy, regarding the provision of strategic planning, performance assessment and administrative support services that are designed to assist DHHS - Child Welfare Services with the development and implementation of system-wide quality assurance and performance related improvements.  However, this alternative is not recommended since it will not allow DHHS - Child Welfare Services to receive needed strategic planning, performance assessment and administrative support services that are designed to optimize the quality, efficiency and timeliness of the services provided to the residents of Humboldt County.
