RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the acceptance of the Brownfield Program supplemental grant in the amount of $1,000,000;
2. Review and approve the attached supplemental budget in the amount of $1,000,000 for Planning and Building Advanced Planning Brownfield Grant budget unit 1100-282-502 (4/5 vote required);
3. Direct the Auditor-Controller to post the attached supplemental budget; and
4. Direct Planning and Building staff to implement the grant.

DISCUSSION:
The Environmental Protection Agency (EPA) invited the County of Humboldt to apply for a Supplemental Brownfield Grant, based on past performance. The supplemental application process means that awardees are approved unless they choose not to accept the funding. The county was awarded $1,000,000.
The department is asking that the Board approve the attached supplemental budget in the amount of $1,000,000 in the Advanced Planning Brownfield Grant budget unit 1100-282-502, which will cover costs to set-up marketing and administration of the program, including issuing loans and paying contractors.
This program allows the county to grant funds to non-profits, and to loan funds to private entities at favorable terms, on brownfield properties, where the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. The County just closed out a 15-year grant that provided loans and grants to four entities, expending $3,119,000. This funding will continue this program.
FINANCIAL IMPACT:
Costs to implement the grant including paying consultants are all covered by the grant. Preparation of this Board Report is approximately $500 and has been paid for with general fund.

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs, creating opportunities for improved safety and health, protecting vulnerable populations, and facilitating public/private partnership to solve problems.
OTHER AGENCY INVOLVEMENT:
None at this point.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could avoid setting up a unique ten-digit grant code and include in the Advanced Planning budget.
