RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to accept funding made available through the California Department of Housing and Community Development’s Transitional Housing Program; and
2. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:
On July 27, 2020, the California Department of Housing and Community Development (HCD issued an Allocation Acceptance Form under the Transitional Housing Program (THP) totaling $8 million as authorized by Item 2240-102-0001 of Section 2 of the California Budget Act of 2020 and Sections 50807, et seq. of the California Health and Safety Code.
On Aug. 20, 2020, the Humboldt County Department of Health and Human Services (DHHS) submitted an application for THP funding to HCD in accordance with the requirements of the Allocation Acceptance Form dated July 27, 2020. If received, DHHS - Child Welfare Services will use such THP funding to support eligible activities, as approved by HCD, which include, without limitation: assisting young adults between 18 to 25 years of age with securing and maintaining housing; improving coordination of essential services and key community resources; and engaging in outreach programs that are designed to serve individuals with the most severe needs.
HCD requires that each applicant for THP funding adopt a resolution authorizing the execution and delivery of a State of California Standard Agreement, and any amendments thereto, along with any and all other documents required or deemed necessary or appropriate to accept THP funding. Accordingly, DHHS recommends that the Board adopt the attached resolution which authorizes the DHHS Director, or a designee thereof, to accept THP funding made available by HCD.
FINANCIAL IMPACT:
The attached resolution will allow the DHHS Director, or a designee thereof, to accept THP funding in the amount of $32,800 annually for a period of 2 years, beginning in fiscal year (FY) 2020-21 and FY 2021-22 in Fund 1160, Budget Unit 508 Child Welfare Services. Acceptance of these funds was not anticipated at the time of budget creation for FY 2020-21, budget revisions will occur during midyear review to account for these funds. The remaining funds will be included in the projected budget for FY 2021-22. Approval of this item, and acceptance of THP funding, will have no impact on the General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to adopt the attached resolution authorizing the DHHS Director, or a designee thereof, to accept THP funding made available by HCD. However, this alternative is not recommended since it will not allow the County of Humboldt to obtain funding that would be used to support vulnerable youth experiencing homelessness.
