RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Grant a waiver of the Humboldt County Nuclear-Free Ordinance with regard to the attached participation agreement with the California Mental Health Services Authority;

2.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with the California Mental Health Services Authority regarding Humboldt County Department of Health and Human Services - Behavioral Health’s involvement in the Quality Measures and Performance Improvement Program for the period of July 23, 2024 through Dec. 31, 2024;

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with the California Mental Health Services Authority after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to return one fully executed copy of the attached participation agreement with the California Mental Health Services Authority to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The California Mental Health Services Authority is a Joint Powers Authority created by counties in 2009 at the instigation of the California Mental Health Directors Association to jointly develop and fund mental health services and education programs. The Quality Measures and Performance Improvement Program will support the Participant in meeting the Healthcare Effectiveness Data and Information Set reporting requirements for Measurement Year 2023. The California Mental Health Services Authority will utilize data provided by participants to calculate the five required Mental Health Plan, and the four required Drug Medi-Cal Organized Delivery System, measures.  Participant data will include eligibility, service and claims data including Medi-Cal Master Eligibility Files, Managed Care Plan claims data, pharmacy claims, Behavioral Health Plan claims or service data and Fee for Service claims. Data will be accepted via secure file transfer, and/or with previous authorization, will be retrieved from the California Department of Health Care Services Plan Data Feed MoveIT SFTP folder, and/or in the case of participants using the California Mental Health Services Authority’s SmartCare Electronic Health Record may be extracted directly therefrom.

 

Accordingly, the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) recommends that the Board of Supervisors approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with the California Mental Health Services Authority regarding DHHS - Behavioral Health’s involvement in the Quality Measures and Improvement Program for the period of July 23, 2024 through December 31, 2024. Staff also recommends that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to approve any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with the California Mental Health Services Authority, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure DHHS - Behavioral Health’s continued involvement in the Quality Measures and Improvement Program.

The attached participation agreement with the California Mental Health Services Authority has a maximum amount payable of $12,600 for the period of July 23, 2024 through Dec. 31, 2024.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may terminate the attached participation agreement with the California Mental Health Services Authority in its entirety.

Expenditure appropriations related to the attached participation agreement with the California Mental Health Services Authority have been included in the proposed fiscal year 2024-2025 budget for DHHS - Behavioral Health Administration budget unit 1170-424. Funding for the attached participation agreement is available through state and federal revenues received by DHHS - Behavioral Health for Medi-Cal Quality Assurance and Utilization Review.

 

STAFFING IMPACT:

Approval of the attached participation agreement with the California Mental Health Services Authority will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached participation agreement with the California Mental Health Services Authority regarding DHHS - Behavioral Health’s involvement in the Quality Measures and Performance Improvement Program.  However, this alternative is not recommended since it would impact DHHS - Behavioral Health’s ability to comply with mandated reporting requirements for Measurement Year 2023.
