RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including all change orders approved by the Public Works Department, between Wahlund Construction, Inc., and Humboldt County for construction of Manila State Route 255 Shared Use Pathway Project; and

2.                     Approve the final claim for payment, to be submitted by the Public Works Department to the Auditor-Controller, in the amount of $170, which will bring the total amount paid to 100% of the contract.

DISCUSSION:

The Humboldt County Department of Public Works (Public Works), the California Department of Transportation (Caltrans), and the Manila Community Services District collaborated to construct a paved bike path, also known as a shared-use path or multi-use trail, along the west side of Highway 255. The Manila State Route 255 Shared Use Pathway Project includes improvements at the intersection of Pacific Avenue and Peninsula Drive, sidewalk construction on Pacific Avenue, and streetlight installation at the Dean Street/Pacific Avenue intersection with State Route 255. 

 

Funding for the Manila State Route 255 Shared Use Pathway Project was awarded through the State of California's Active Transportation Program. On Apr. 3, 2018, the Board of Supervisors approved a cooperative agreement with Caltrans for implementation of the project. Public Works administered the design, permitting, and construction phases of the project. Caltrans is responsible for maintenance now that the Manila State Route 255 Shared Use Pathway Project has been completed.

 

GHD prepared plans and specifications for the Manila State Route 255 Shared Use Pathway Project. The work consisted of tree and vegetation removal; excavation and grading; embankment placement; culvert installation; construction of boardwalk crossings, retaining walls, sidewalk, and curb ramps; trail paving; and placement of signage and erosion and sediment control items.

 

On Oct. 26, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Manila State Route 255 Shared Use Pathway Project for bids. On Dec. 7, 2021, the Board of Supervisors authorized the Director of Public Works to award the project agreement for the Manila Highway 255 Shared Use Pathway Project to the lowest responsive bidder following completion of the bidding process and to execute a project agreement with the lowest responsive bidder following submittal of the appropriate bonds and insurance. On Dec. 14, 2021, the County of Humboldt received seven (7) bids for the project. The project agreement was awarded to Wahlund Construction, Inc., the lowest responsive bidder, on Dec. 15, 2021. The award amount was $741,262.20, and contract change orders executed during the project increased the authorized amount by $40,430.91.

 

Public Works recommends that the Board of Supervisors accept the completed contract, including all change orders approved by Public Works for this project, and approve the final claim for payment.

Narrative Explanation of Financial Impact:

Total construction costs for the Manila State Route 255 Shared Use Pathway Project are $781,693.11. Progress payments totaling $781,523.11 have been paid, and the final claim for payment in the amount of $170 is outstanding. The amount shown in the Financial Impact Table, $13,614.25, includes the pending final claim and Progress Payment Number 10 in the amount of $13,444.25.

 

The Manila State Route 255 Shared Use Pathway Project is funded by the California Active Transportation Program (up to $1,174,450), and the California Department of Transportation (up to $314,000).  Expenditure appropriations relating to completion of the Manila State Route 255 Shared Use Pathway Project are included in the approved fiscal year 2023-24 Bicycles and Trailways Budget (1710715-8947). The Manila State Route 255 Shared Use Pathway Project will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the Manila State Route 255 Shared Use Pathway Project. However, this alternative is not recommended because the project has been completed, and the requested Board actions are needed to accept the contract.
