RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Chair to sign the Governing Body Resolution (Attachment 1) for the EMPG and HSGP, and direct the Clerk of the Board to certify; and

2.                     Direct the Clerk of the Board to return three (3) signed and certified copies, of the above-named resolution, to the Sheriff’s Office, Attn: Julie Martin, for immediate submission to the California Governor’s Office of Emergency Services.

DISCUSSION:

The U.S. Department of Homeland Security, through the State of California Governor’s Office of Emergency Services (Cal OES), provides funding assistance to counties to support comprehensive emergency management activities at the local level.

 

The Sheriff’s Office receives the EMPG award every year, which provides support to continue the county’s local emergency and disaster preparedness, planning, response and mitigation activities. The county receives the HSGP award every year which provides funding for planning, equipment and training to law enforcement, fire service, public health and emergency management agencies in the Humboldt Operational Area. The governing body resolution (attachment 1) is needed to complete the application for financial assistance through the EMPG and HSGP programs.

FINANCIAL IMPACT:

Current funding has been accounted for as part of the annual budget submission.  Should the funding requirements change as the applications are awarded, a supplemental budget will be requested.

 

The EMPG provides essential funding for the Humboldt County Sheriff’s Office of Emergency Services on a reimbursement basis. The EMPG funds a portion of OES staff salaries, with the remainder of OES salaries being funded by the general fund. The EMPG 2024 allocation is $148,285.

 

The HSGP funding is 100 percent grant reimbursable with no match requirement. An allowance of five percent is included in the allocation for management and administrative costs. This grant typically funds equipment, technology and training opportunities for law enforcement, fire, public health, OES and search and rescue organizations. The HSGP 2024 allocation is $187,964.

 

Due to the time it takes for Cal OES, the pass-through entity, to establish procedure once awarded by the Department of Homeland Security, these awards are usually made after the start of the funding cycle.

 

STAFFING IMPACT:

Aside from staff time spent processing and submitting grant application materials, this item has no impact on OES staffing, though the EMPG funding award allows OES to maintain existing staffing. Staff time spent on grant application and submission is budgeted in the current fiscal year.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could deny this request, however, this is not recommended as it would jeopardize the operations of Humboldt County emergency preparedness and response.
