RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Approve the attached fiscal year (FY) 2024-25 appropriation transfer in the Amount of $12,502 for Department of Health and Human Services (DHHS) - Behavioral Health (1170424) (4/5 Vote Required); and
2. Direct the Humboldt County Auditor-Controller’s Office to establish fixed asset line, 1170424-8986 - Equipment, for the purchase of an industrial freezer with revenue budgeted in DHHS - Behavioral Health (1170424) for FY 2024-25.

DISCUSSION:
The County of Humboldt’s Psychiatric Health Facility, Sempervirens, is an inpatient facility providing twenty-four (24) hour psychiatric care, with an in-house commercial kitchen necessary to prepare and serve meals to patients as a basic service required by its licensing authorities, the California Department of Health Care Services and the California Department of Public Health. The freezer at Sempervirens recently failed, making it impossible to maintain proper food temperatures, compromising food safety and quality. An emergency freezer replacement purchase was necessary to maintain required services.
Sufficient funds were budgeted in the fixed asset category of DHHS - Behavioral Health budget unit 1170-424-8998 - Building Improvements to cover this expense. However, the Building Improvements account is appropriate for items that are permanently affixed to the building and this freezer model is on casters and is removable. Therefore, account 1170-424-8986 - Equipment is the appropriate line for this expense. The attached appropriation transfer allows for the creation and use of the budget line 8986 - Equipment in DHHS - Behavioral Health budget unit 1170-424.

Approval of the attached appropriation transfer in the amount of $12,502 will move sufficient appropriations in DHHS - Behavioral Health (1170424), from the Building Improvements budget line to the Equipment budget line and allow DHHS - Behavioral Health to secure the purchase of an industrial freezer. As these funds were budgeted in the fixed asset category and are only being moved between line-items, there is no impact to the approved FY 2024-25 budget.
STAFFING IMPACT:
Approval of the attached appropriation transfer will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached appropriation transfer. However, this alternative is not recommended as it would prevent DHHS - Behavioral Health from using the correct accounting line for the purchase of a replacement freezer.
