RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize Request for Budget Transfer/Adjustment for fixed asset purchase of one Multimode Plate Reader and Laptop Kit in the amount of $21,581 (Requires 4/5 vote); and

2.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Public Health with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

The Public Health Lab at 529 I street purchased a new Victor Nivo Multimode Plate Reader. This instrument allows for the detection of Ricin toxin in environmental samples. This equipment purchase replaced the Lab’s Victor X4, which is being sunset by the manufacturer. The Victor Nivo allows for the Public Health Lab to fully test suspected Bioterrorism samples utilizing the Centers for Disease Control (CDC) Laboratory Response Network (LRN) algorithms. Having this instrument is a requirement to participate in the LRN program. This instrument allows the Public Health Lab to respond to bioterrorism threats much faster than sending samples out of the area and for appropriate law enforcement response to suspected bioterrorism cases.

 

The purchase of the new instrument occurred in February of 2024 for the price of $46,579.98. $24,999.92 of this purchase was funded by a Homeland Security Grant with the remaining $21,580.06 paid for by Public Health. During fiscal year 2023-24 the Public Health Emergency Preparedness Laboratory grant has experienced salary savings to vacancies. This grant can pay for the remaining $21,580.06. A Request for Budget Transfer is required to establish funds in the fixed asset line for the replacement equipment. Because the cost is greater than $10,000, the Board must approve before funds can be transferred.

Narrative Explanation of Financial Impact:

Within the Public Health Emergency Preparedness Cooperative Agreement budget, sufficient salary savings have been identified to fund the remainder of the replacement purchase, $21,581. The transfer request would neither increase nor decrease the overall program budget. The transfer would occur within the public health fund (1175) in the Public Health Preparedness Lab budget unit (455001). The Public Health Preparedness budget is funded by state grants. Once the transfer has occurred Public Health Fiscal will journal the remaining costs to Public Health Preparedness Lab budget unit.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached Request for Budget Transfer/Adjustment for fixed asset purchase however this is not recommended as $21,581 would not be able to be claimed to state grant fund.
