DISCUSSION:

The Edward Byrne Memorial Justice Assistance Grant (JAG) program was authorized under 34 U.S.C. §§ 10151 - 10158 to provide funding to state and local jurisdictions. Some of the program’s focus areas are law enforcement, prosecution, indigent defense, courts, crime prevention and education, and corrections and community corrections. This funding is offered through annual solicitations. The Humboldt County Sheriff’s Office (HCSO) has been awarded JAG funding under different programs for many years. The 2018 grant cycle was the first time the Sheriff’s Office applied for and received funding under the Local Solicitation and has continued to receive funding ever since.

The funds will complement the Port Security Grant for the new patrol boat build currently under contract with North River Boats. The expected delivery of the new boat is June 2024, and these funds will not be used as the 25% match required under the Port Security Grant. Instead, they will be utilized to reduce the amount needed from asset forfeiture to offset the outstanding difference between the total build for the boat (which is $447,194.00) minus the Port Security Grant (which is $236,250.00) and the required Match (which is $78,750).

Narrative Explanation of Financial Impact:

The Humboldt County Sheriff's Office (HCSO) has applied for the JAG Program Local Award 2023 to reduce the funds needed from asset forfeiture in purchasing the Sheriff's Boat under contract with North River Boats. The maximum allowable amount is $23,071 and there is no match requirement necessary for additional funds. If awarded, the JAG Program Local Award will significantly reduce the funds needed from asset forfeiture to pay the remaining balance, from $132,194 to $109,123.

HCSO did not anticipate these funds in the Fiscal Year (FY) 2023-24 budget, therefore, once the Certifications and Assurances have been submitted to the grantor and award confirmed, HCSO will return to your Board for approval of a supplemental budget and resolution necessary to finalize acceptance of the grant.

STAFFING IMPACT:

This grant has no staffing impact.

STRATEGIC FRAMEWORK:

This action supports the following areas of your Board’s Strategic Framework.

Core Roles:  Enforce laws and regulations to protect residents

New Initiatives:  Seek outside funding sources to benefit Humboldt County needs

Strategic Plan:  N/A

OTHER AGENCY INVOLVEMENT:

United States Department of Justice - Office of Justice Programs

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose to deny this grant application, however, HCSO would be unable to complete acceptance of the Byrne JAG Local grant funds and would have to pursue other funding options.
