RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve acceptance of $170,788 grant funds from the California State Library’s Building Forward grant program; and
2. Adopt the resolution to implement the Building Forward Library Infrastructure grant for the Eureka Library; and
3. Authorize the Auditor/Controller to sign a letter similar to attachment five verifying the availability of library match funds from Library Fund Balance for the project; and
4. Return to the Humboldt County Library the executed copies of the resolution and the verification of match funds letter from Auditor/Controller.

DISCUSSION:
The Humboldt County Library applied for and received $170,788 a California State Library Building Forward grant for life, safety, and critical infrastructure improvements at the Eureka Library.
The proposed project at the Eureka Branch of the Humboldt County Library will primarily involve deferred maintenance repairs to the facility. Critical maintenance items at the Eureka Branch have been identified, assessed, and estimated by County Public Works Building Maintenance staff and Project Managers, as well as local contractors and vendors.
The Eureka Branch has numerous critical maintenance needs. While current estimates of the cumulative total of these maintenance items exceeds three million dollars, the focus is on the most urgent critical maintenance and safety items, namely:
• Replacement of two boilers serving the building’s HVAC system. The existing boilers are original to the facility and need to be replaced within 5 years. This replacement is integral to maintaining the interior environment of the building and ensuring occupant comfort. Boiler replacement will increase significantly increase energy efficiency with modern equipment. Server room air conditioning replacement will allow equipment upgrades as information technology evolves and advances.
• Replacement and addition of exterior lighting fixtures to enhance safety & security. Multiple existing exterior light fixtures have failed, impacting public safety around the facility.
• Replacement of the server room air conditioning unit. This unit is original to the building and serves sensitive information technology equipment, vital to delivering programs and services at the Eureka Branch.
This project is in line with the 2020 Facilities Master Plan by increasing energy efficiency and investing in county facilities.

Narrative Explanation of Financial Impact:
California State Library Building Forward grant funds in the amount of $170,788 are anticipated to be received in the upcoming Fiscal Year and have been included in the proposed budget for FY 2023-24n along with the county’s matching funds in the among of $85,394.

Narrative Explanation of Staffing Impact:
The Eureka Library's Building Forward Implementation Team will work collaboratively with the Public Works project team on project management, procurement, lighting design, acquisition, and purchasing. Building Forward team members will build project time into their regular work schedules. The Library will not need to hire extra personnel to facilitate this project.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could reject the Building Forward funds from the State Library and the fund balance transfer request. This is not recommended because these funds support your Board’s Strategic Framework outlined in the discussion section of this report.
