RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Chair to sign the resolution terminating the Local Emergency Due to the Failure of Centerville Rd.

DISCUSSION:

On March 26, 2024, the Board ratified the proclamation declaring the existence of a Local Emergency commending around March 22, 2024 due to the landslide and failure of Centerville Rd. in Ferndale, CA. There was a large land slide where an overlook was destroyed, and large piece of a connecting county road was destroyed. 

 

The county’s response to this incident can now be managed within the course of regular business, with no further need for emergency protective measure or other extraordinary actions. 

 

Humboldt County Code 2210-7 specifies that local emergencies shall be terminated at the earlier possible date that conditions warrant.

 

SOURCE OF FUNDING: 

General Fund 1100

 

 

 

FINANCIAL IMPACT:

A resolution declaring a local emergency allows for the county to seek state and federal funding that may be applicable. This allows for resources and exploration of resources outside of the county’s budget. Terminating the emergency occurs when those resources have been depleted and further expenses fall onto the county. This happens only when the emergency has been addressed and work can fall within the county’s abilities to resolve.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to terminate the emergency, however, not doing so will allow for continued emergency overtime costs to be accrued and would be contrary to the requirements set forth in Humboldt County Code 2210-7.
