RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Receive the presentation regarding the County of Humboldt's 2026 State Legislative Program; and
2. Provide direction to staff, as appropriate.

DISCUSSION:
The County of Humboldt contracts with Shaw/Yoder/Antwih/Schmelzer and Lange, Inc. (“SYASL”) regarding the provision of state legislative advocacy services, and to advise departments on the development of the County of Humboldt’s annual legislative platform. Staff from SYASL meet with County of Humboldt staff and the Board of Supervisors to review progress on the County of Humboldt’s legislative goals and to consult on the following year’s legislative platform. The legislative advocacy provided by SYASL is imperative as the staff are subject matter experts who monitor the daily happenings regarding state legislation, as well as provide critical connections to legislators, state agencies and advocacy groups to help advance the County of Humboldt’s legislative goals.

General Fund
FINANCIAL IMPACT:
There are no direct costs associated with the presentation regarding the County of Humboldt’s 2026 Legislative Program. The costs associated with the legislative advocacy services provided by SYASL are included in the adopted budgets for fiscal years 2025-2026 and 2026-2027
STAFFING IMPACT:
The recommended actions will not impact current staffing levels. However, staff, department heads and members of the Board of Supervisors routinely take part in legislative advocacy throughout the year, and any action taken can impact the level of activity staff have during the following year.
