RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Professional Service Agreement with Southern Humboldt Community Hospital District in the amount of $250,000 for the term of July 1, 2023, through April 30, 2028;

2.                     Authorize the Department of Health and Human Services (DHHS) - Public Health Director, or a designee thereof, to execute the agreement;

3.                     Authorize the DHHS - Public Health Director, or designee thereof, to approve all future amendments and documents directly related to this agreement upon approval by County Counsel and Risk Management; and

4.                     Direct the Clerk of the Board to return one (1) copy of the certified board report to the DHHS - Contract Unit.

DISCUSSION:

Due to the prevalence of cannabis and an overall lack of protective factors, youth in Humboldt County are using cannabis more frequently and earlier than youth in other parts of the state. The disparity between Humboldt County youth and the state average begins in 7th grade and the gap continues to widen through high school, with Humboldt County youth using cannabis at a higher rate than youth in other parts of the state. According to the California Healthy Kids 2017- 2019 survey, 31% of Humboldt County 11th graders have used cannabis in the past 20-30 days, which is almost double when compared to the California state average of 16% over the same period.

 

In a 2021 survey by the Humboldt Allies for Substance Use Prevention, a community coalition, 131 participants agreed cannabis is a “big issue” for young people in Humboldt County. Survey participants communicated the need to provide young people with alternative activities to using alcohol and other drugs. Participants included examples of alternative activities, such as skills building, storytelling, building connections with the community and positive adults, and safe spaces to gather.

 

Due to the significant need for youth cannabis prevention and intervention, DHHS Public Health intends to contract with the Southern Humboldt Community Hospital District, as fiscal agent for Southern Humboldt Family Resource Center, to provide primary prevention activities to youth who have been identified by school staff as having significant risk factors for substance use, especially academic and behavioral challenges, or previous experiences using substances. Services will include evaluation and individual counseling, resource referral, the provision of activities that promote healthy behaviors and prevent substance misuse, and the development of policy recommendations for school administrators to prevent and respond to substance use on campus. Collaboration between the DHHS Public Health Branch and the Southern Humboldt Family Resource Center will result in a safer environment in the traditionally underserved areas in the southern part of the county that are most impacted by cannabis.

 

Health Education Specialists from the Substance Use Prevention program of DHHS Public Health will collaborate with Southern Humboldt Family Resource Center staff to implement individual, group, and family education and support to strengthen individual, family, and community protective factors that reduce youth substance use. This partnership will allow the county to serve substantially more youth than with program staff alone. With a combined enrollment of approximately 330 students at South Fork High School and Miranda Junior High School, over one-third of students will be engaged in education and/or intervention with this contract.

 

Southern Humboldt Family Resource Center is the only organization currently working with the target population and was specifically named in the State Standard Agreement therefore the sole source justification is unicity and legitimacy. These activities support the 2022 Community Health Improvement Plan (CHIP) priority areas in collective impacts on Behavioral Health- Substance Use, Goal 1: Prevent and reduce substance use and misuse.

Narrative Explanation of Financial Impact:

This agreement will be fully funded through the Proposition 64 Public Health and Safety Grant Program, in Fund 1175, Budget Unit 451 Drug Free Community.  Cohort 3 funding was awarded to the County of Humboldt by the Board of State and Community Corrections. The maximum amount of the subcontractor agreement is $250,000 over the term July 1, 2023, through April 30, 2028. Funding in the amount of Fifty Thousand ($50,000) Dollars was budgeted annually over the term of the agreement. Funding in the amount of $50,000 was budgeted for in the annual budget process for fiscal year (FY) 2023-24 in Budget Unit 451, Drug Free Communities. The remaining $200,000 will be budgeted in the annual budgeting process in subsequent fiscal years.

 

STAFFING IMPACT:

Narrative Explanation of Staffing Impact:

There is no staffing impact on current staffing levels. Existing staff’s workload will not be affected by entering this agreement as the work detailed in this contract is already being carried out by staff.  This agreement will, however, allow programming to expand and reach more youth in Southern Humboldt with Southern Humboldt Family Resource Center as a subcontractor.
