RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Measure Z - 2024 Humboldt Hill Road, Ridgewood Drive, Eel River Drive, New Navy Base Road, Fieldbrook Road, Murray Road, Salmon Creek Road, Thomas Road ad Redwood Drive Project;
2. Find that the project is exempt from environmental review pursuant to Section 15301 and 15302 of the California Environmental Quality Act (CEQA) Guidelines; and
3. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, April 2, 2024, at 2 p.m.

DISCUSSION:
The Measure Z - 2024 Project consists of repairing existing roadway by cold planning and replacing with hot mix asphalt on the travel lanes at nine locations throughout the county. These locations are Humboldt Hill Road, Ridgewood Drive, Eel River Drive, New Navy Base Road, Fieldbrook Road, Murray Road, Salmon Creek Road, Thomas Road and Redwood Drive. Not included in the contract, but utilizing the same Measure Z 2024 funding is the Department of Public Works Road Maintenance Division’s construction of the flat-car bridge at Little Dry Creek on the Mattole Road (F3C010) PM 22.60.
The Measure Z - 2024 Project mentioned herein falls under Categorical Exemption Class 1 (Existing Facilities) and Class 2 (Replacement or Reconstruction) under State CEQA Guidelines Section 15301 and 15302. This exemption applies to projects that are existing facilities and consist of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Replacement or reconstruction of existing structures on the same site with the same purpose and capacity is appropriate for existing facilities maintained by the Public Works Department.
Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications; find that the project is exempt from environmental review pursuant to Section 15301 and 15302 of the CEQA Guidelines; and advertise the Measure Z 2024 Project.

Narrative Explanation of Financial Impact:
There is no financial commitment until the Measure Z 2024 Project is awarded. This project is being funded by Measure Z -2024 Funds (100%) and the Humboldt County Road Fund (0%). The engineer’s cost estimate for the project is $895,000.
Expenditure appropriations related to completion of the proposed Measure Z 2024 Project were added at mid-year to the approved fiscal year 2023-24 budget for the Public Works Measure Z budget unit 1100-298.
The fiscal year 2021-2022 Annual Road Report, completed by the State of California, reflected an estimated negative fund balance of $8.8 million in the County of Humboldt’s Road Fund. Even after allocating nearly $6.8 million of American Rescue Plan Act funds to the Road Fund in order to reduce the negative fund balance, the current estimated fund balance remains negative by approximately $7 million.
This negative balance is partially due to the timing of Federal Emergency Management Agency reimbursements to the County of Humboldt, which can take years for the County of Humboldt to receive repayment. The current total of outstanding repayments is approximately $11.5 million. Public Works utilizes other state and local funding, such as Regional Surface Transportation Program funds, for the Humboldt County Road Fund match for reimbursable projects. Despite those additional funding sources, Road Fund projects are underfunded and will very likely have a negative impact on the General Fund if additional revenue sources are not secured.
STAFFING IMPACT:
There is no impact to current staffing levels related to the advertisement of the Measure Z 2024 Project.

This action supports your Board’s Strategic Framework priority of providing for and maintaining infrastructure.
OTHER AGENCY INVOLVEMENT:
N/A
ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to approve the project; however, staff does not recommend this alternative since the project will restore roadways using local funds that would not otherwise be available to the County of Humboldt.
