RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services

agreement with the City of Arcata regarding the provision of temporary shelter, case management and supportive services to individuals and families experiencing homelessness in Humboldt County, in an amount not to exceed $480,000 for the period of Sept. 1, 2023, through June 30, 2024;

2.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with the City of Arcata, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with the City of Arcata to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The City of Arcata is actively working within the city limits of Arcata to address the needs of persons experiencing homelessness and facilitate the reduction of homelessness by providing supports, meeting service needs and linking persons experiencing homelessness to housing services.  Through this work, performed both directly and through community partners, the City of Arcata has both strengthened relationships with Humboldt County Department of Health and Human Services (DHHS) programs that address housing and homelessness, and covered service gaps by providing services within city limits. The City of Arcata has strong relationships with service providers in Arcata and knowledge of the specific homelessness issues in Arcata, and is therefore well-suited to implement solutions in the Arcata community. 

 

The attached professional services agreement with the City of Arcata will support the provision of temporary shelter, case management and supportive services to individuals and families experiencing homelessness in Humboldt County for the period Sept. 1, 2023 through June 30, 2024.  Arcata’s safe parking sheltering efforts complement direct DHHS efforts to increase partnerships and reduce service gaps. It should be noted that the attached professional services Agreement with the City of Arcata comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached professional services agreement with the City of Arcata regarding the provision of temporary shelter, case management and supportive services to individuals and families experiencing homelessness in Humboldt County for the period of Sept. 1, 2023 through June 30, 2024. Staff also recommends that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with the City of Arcata, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed temporary shelter, case management and supportive services to individuals and families experiencing homelessness in Humboldt County.

The attached professional services agreement with the City of Arcata has a maximum amount payable of $480,000 for the period from Setp. 1, 2023 to June 30, 2024. However, in the event that local, state, or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with the City of Arcata in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with the City of Arcata have included in the approved fiscal year 2023-2024 budget for DHHS - Social Services Fund 1160 Budget Unit 511-015. The funds that are supporting this agreement are from Inter-Governmental Transfer Funds through an agreement with Partnership.  These funds have been received and are reported to Fund 1160 Budget Unit 511-015 (Inter-Governmental Transfer).

 

STAFFING IMPACT:

Approval of the attached professional services agreement with the City of Arcata will not impact current staffing levels. 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework protecting vulnerable populations, creating opportunities for improved safety and health, building interjurisdictional and regional cooperation and providing community-appropriate levels of services.  

 

OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with the City of Arcata regarding the provision of temporary shelter, case management and supportive services to individuals and families experiencing homelessness in Humboldt County. However, this alternative is not recommended since it will not allow for the provision of necessary services to individuals and families experiencing homelessness in Humboldt County.
