DISCUSSION:

The Edward Byrne Memorial Justice Assistance Grant (JAG) program was authorized under 34 U.S.C. §§ 10151 - 10158 to provide funding to state and local jurisdictions. Some of the program’s focus areas are: law enforcement, prosecution, indigent defense, courts, crime prevention and education, and corrections and community corrections. This funding is offered through annual solicitations. The Humboldt County Sheriff’s Office (HCSO) has been awarded JAG funding under different programs for many years. The 2018 grant cycle was the first time the Sheriff’s Office applied for and received funding under the Local Solicitation.

HCSO was awarded the JAG Program Local Award 2021 in the amount of $20,615 to be used on the purchase of software needed to comply with the Federal Bureau of Investigation (FBI) National Incident-Based Reporting System (NIBRS) to improve the quality of crime data collected by law enforcement agencies. To complete the acceptance of the award, the attached Certifications and Assurances by the Chief Executive of the Applicant Government needs to be signed.

FINANCIAL IMPACT:

The purchase price of the Sunridge Systems’ California version of the NIBRS software is $25,000. The Byrne JAG Program Local Award 2021 allocation for Humboldt County is $20,615, requiring an additional investment of $4,385. A supplemental budget and appropriations transfer were already submitted for budget unit 1100-221911 for this grant award.

There is no additional General Fund request.

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs , building interjurisdictional and regional cooperation, and creating opportunities for improved safety and health.

OTHER AGENCY INVOLVEMENT:

United States Department of Justice - Office of Justice Programs

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Should the Board deny this request to sign the document, then HCSO is unable to complete acceptance of the Byrne JAG Local grant funds and would have to pursue other funding options or abandon purchase of this critical software addition.
