RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review the attached membership application from Kevin Lennox and Eddie Blakeslee (attachments 1 and 2); and
2. Appoint Kevin Lennox and Eddie Blakeslee to the Humboldt County Workforce Development Board (HC-WDB) for a two-year term effective immediately pursuant to HC-WDB Bylaws.

DISCUSSION:
The Humboldt County Workforce Development Board (HC-WDB) is an advisory board to the Humboldt County Board of Supervisors and is required by the Workforce Investment Opportunity Act (WIOA) to oversee Humboldt’s workforce system and funding opportunities. The mission of the HC-WDB is to offer resources that meet employer and employee needs for the county’s continued prosperity. Under WIOA law, HC-WDB must be composed of certain public agencies and labor unions, including but not limited to private sector businesses, community-based organizations providing workforce services, and vocational rehabilitation.
On Aug. 18, 2023, the HC-WDB unanimously approved the applications Kevin Lennox and Eddie Blakeslee for board membership which helps the board retain its compliance to WIOA law. The appointment of Kevin Lennox diversifies the union representation while appointing Eddie Blakeslee fulfills the underrepresented private business section of the Board.

There are no financial impacts by appointing these two individuals to the HC-WDB.
STAFFING IMPACT:
There is no impact to staffing by appointing these two individuals to the HC-WDB.

Your Board may choose not to appoint these individuals and instead direct the HC-WDB to conduct an additional search for applicants. This action is not recommended as these applicants have already been vetted through the appropriate process as directed by HC-WDB Bylaws and approved by the HC-WDB.
