RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project;
2. Award the project agreement to GR Wilcox Enterprises, Inc., for the total amount of One Million Eight Hundred Thirty Thousand Two Hundred Forty-Seven Dollars and Eighty-Eight Cents ($1,830,247.88); and
3. Authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On Mar. 23, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project for bids. On Apr. 27, 2021, the County of Humboldt received six (6) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project; award the project agreement to GR Wilcox Enterprises, Inc., for the total amount of One Million Eight Hundred Thirty Thousand Two Hundred Forty-Seven Dollars and Eighty-Eight Cents ($1,830,247.88); and authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance.
FINANCIAL IMPACT:
The Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project is being funded by Federal Emergency Management Agency Disaster Funds (75%), California Governor’s Office of Emergency Services (18.75%), and the Humboldt County Road Fund (6.25%). The contract bid amount is One Million Eight Hundred Thirty Thousand Two Hundred Forty-Seven Dollars and Eighty-Eight Cents ($1,830,247.88). The total project cost is estimated at Two Million Two Hundred Eighty-Seven Thousand Dollars ($2,287,000). The Humboldt County Road Fund will be responsible for One Hundred Forty-Two Thousand Nine Hundred Thirty-Seven Dollars and Fifty Cents ($142,937.50) of the total costs associated with the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project are included in the approved fiscal year 2020-2021 budget for Road Fund budget unit 321-2118. As a result, completion of the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the Shively Road (C4F012) Post Miles 0.52, 3.50, 3.51, 7.90 and 8.42 Storm Damage Repair Project to GR Wilcox Enterprises, Inc. However, this alternative is not recommended because the project will restore the roadway failures to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
