RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached grant agreement with California CareForce regarding the provision of accessible, low-barrier medical services in Humboldt County in an amount not to exceed $10,000 for the period of July 12, 2024 through July 13, 2024;
2. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached grant agreement with California CareForce, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached grant agreement with California CareForce to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
California CareForce is a group of volunteer healthcare professionals, community leaders and engaged citizens who promote the health and well-being of those in need through volunteer supported, free healthcare clinics throughout California. California CareForce came before your Board on Feb. 27, 2024, to discuss the 2-day clinic being offered to Humboldt residents on July 12 and 13, 2024. Medical exams, blood pressure and glucose screening, visions exams, prescription glasses made on-site, and dental services including X-rays, cleanings, fillings and extractions will be offered at no cost on a first come first served basis as capacity allows.
Approval of the attached grant agreement will allow the Humboldt County Department of Health and Human Services (DHHS) to provide California CareForce with $10,000 in Intergovernmental Transfer Funds in order to support the provision of accessible, low-barrier medical services to the residents of Humboldt County. Through this contribution, DHHS will be supporting part of the rental fee for the Adorni Center where the clinics will be held, and part of the cost of providing meals to the volunteers who provide services.
Accordingly, DHHS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached grant agreement with California CareForce regarding the provision of accessible, low-barrier medical services in Humboldt County for the period of July 12, 2024 through July 13, 2024. Staff also recommends that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached grant agreement, after review and approval by County Counsel, Risk Management and the County Administrative Office in order to avoid any unnecessary delays in the provision of accessible, low-barrier medical services to Humboldt County residents.

The attached grant agreement with California CareForce has a maximum amount payable of $10,000 for the period of July 1, 2024 through Aug. 31, 2024. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached grant agreement with California CareForce in its entirety.
Expenditure appropriations related to the attached grant agreement with California CareForce have been included in the proposed fiscal year 2024-2025 budget for DHHS - Social Services budget unit 1160-511. Funding for the attached grant agreement with California CareForce is available through state and federal revenues received by DHHS - Social Services. Funding for the attached grant agreement with California CareForce is available 100% through Intergovernmental Transfer (IGT) revenues received by DHHS - Social Services. Services being funded under this agreement are not mandated services, however the intended use meets the requirements of IGT, promoting the health of Medi-Cal beneficiaries.
STAFFING IMPACT:
Approval of the attached grant agreement with California CareForce will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached grant agreement with California CareForce regarding the provision of accessible, low-barrier medical services in Humboldt County. However, this alternative is not recommended as it will severely limit California CareForce’s ability to provide needed health care services to Humboldt County residents.
