RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Grant a waiver of the Humboldt County Nuclear-Free Ordinance with regard to the attached participation agreement with the California Mental Health Services Authority; and

2.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with the California Mental Health Services Authority regarding Humboldt County Department of Health and Human Services - Behavioral Health’s involvement in the Quality Assurance and Quality Improvement Analytics Program for the period of January 1, 2025 through December 31, 2025; and

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with the California Mental Health Services Authority after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

The California Mental Health Services Authority is a Joint Powers Authority created by counties in 2009 at the instigation of the California Mental Health Directors Association to jointly develop and fund mental health services and education programs.  The Quality Assurance and Quality Improvement Analytics Program will support the County of Humboldt’s Mental Health and/or Drug Medi-Cal Plans by managing extensive quality assurance and quality improvement activities and requirements across topics including utilization management, review and research, clinical optimization and performance management. 

 

The attached participation agreement with the California Mental Health Services Authority will allow for the provision of certain policy development, external quality review organization audit preparation, chart review and coaching, performance improvement project support, and enhanced analytical services that are designed to enhance organizational effectiveness through structured quality assessment, data-driven insights, and streamlined and standardized operational processes, strengthen compliance, increase knowledge on policy development, and support workforce retention.  It should be noted that the attached participation agreement with the California Mental Health Services Authority comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) recommends that the Board of Supervisors approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with the California Mental Health Services Authority regarding DHHS - Behavioral Health’s involvement in the Quality Assurance and Quality Improvement Analytics Program for the period of upon execution through December 31, 2025.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to approve any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with the California Mental Health Services Authority, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure DHHS - Behavioral Health’s continued involvement in the Quality Assurance and Quality Improvement Analytics Program.

The attached participation agreement with the California Mental Health Services Authority has a maximum amount payable of Two Hundred Three Thousand One Hundred Thirty-One Dollars and Seventy-Five Cents ($203,131.75) for the period of January 1, 2025 through December 31, 2025.  In no event shall the maximum amount paid under the attached participation agreement with the California Mental Health Services Authority exceed Two Hundred Three Thousand One Hundred Thirty-One Dollars and Seventy-Five Cents ($203,131.75) for fiscal year 2024-2025. There are no expenditures for fiscal year 2025-2026.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may terminate the attached participation agreement with the California Mental Health Services Authority in its entirety.

 

Expenditure appropriations related to the attached participation agreement with the California Mental Health Services Authority have been included in the proposed fiscal year 2024-2025 budget for DHHS - Behavioral Health Administration budget unit 1170-424.  Funding for the attached participation agreement is available through state and federal revenues received by DHHS - Behavioral Health for Medi-Cal Quality Assurance and Utilization Review and Behavioral Health Realignment. 

 

STAFFING IMPACT:

Approval of the attached participation agreement with the California Mental Health Services Authority will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached participation agreement with the California Mental Health Services Authority regarding DHHS - Behavioral Health’s involvement in the Quality Assurance and Quality Improvement Analytics Program.  However, this alternative is not recommended since not allow for the provision of support services that are designed to enhance organizational effectiveness through structured quality assessment, data-driven insights, and streamlined and standardized operational processes, strengthen compliance, increase knowledge on policy development, and support workforce retention.
