RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Jamie Lee Evans regarding the provision of coaching, advisement, technical assistance and professional training services related to the implementation of the Humboldt County Transition Age Youth Collaboration Project for the period of July 23, 2024 to June 30, 2026;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Jamie Lee Evans, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed copy of the attached professional services agreement with Jamie Lee Evans to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Since the inception of the Humboldt County Transition Age Youth Collaboration (HCTAYC) Project, Jamie Lee Evans has provided various coaching, advisement, technical assistance and professional training services that are designed to assist with supporting transition age and foster youth in Humboldt County to Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) personnel as well as members of the Youth Advocacy Board. Jamie Lee Evan’s collaboration with DHHS - Behavioral Health through the HCTAYC Project, and more recently the Transition Age Youth Peer Coaching Program, has affected many of Humboldt’s young people with lived experience in local systems including foster care, behavioral health, juvenile justice and homelessness prevention settings. These systems when guided by youth-informed policies and programs can lead to better outcomes for young people as they transition into successful adulthood, such as improved housing stability, completion of high school or the equivalent thereof, obtaining employment and physical and mental health maintenance. In addition, such outcomes for youth can lead to more cost-effective systems over time.
The attached professional services agreement with Jamie Lee Evans will allow for the continued provision of coaching, advisement, technical assistance and professional training services related to the implementation of the HCTAYC Project for the period of July 23, 2024 to June 30, 2026. This is not a mandated service.
Accordingly, DHHS - Behavioral Health recommends that your Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Jamie Lee Evans regarding the provision of coaching, advisement, technical assistance and professional training services related to the implementation of the HCTAYC Project for the period of July 23, 2024 through June 30, 2026. Staff also recommends that your Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Jamie Lee Evans, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed coaching, advisement, technical assistance and professional training services related to the implementation of the HCTAYC Project.

The attached professional services agreement with Jamie Lee Evans has a maximum amount payable of $123,611 for the period of July 23, 2024 through June 30, 2026. In no event shall the maximum amount paid under the attached professional services agreement with Jamie Lee Evans exceed $62,000 for fiscal year 2024-2025 and $61,611 for fiscal year 2025-2026. In the event that the maximum amount payable for a specified fiscal year is not reached, the remaining balance thereof will be added to the maximum amount payable for the following fiscal year. However, if local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Jamie Lee Evans in its entirety.
Expenditure appropriations related to the attached professional services agreement with Jamie Lee Evans have been included in the proposed Fiscal Year 2024-2025 budget for DHHS - Behavioral Health budget unit 1170-478. Funding for the attached professional services agreement with Jamie Lee Evans is available through Mental Health Services Act Prevention and Early Intervention component allocation transfer from trust fund 3441 to DHHS - Behavioral Health 1170424.
This expenditure was included in the 3-year MHSA plan approved earlier this year and is included in the 2024-2025 fiscal year update that came to the Board on June 25, 2024.
STAFFING IMPACT:
Approval of the attached professional services agreement with Jamie Lee Evans will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached professional services agreement with Jamie Lee Evans regarding the provision of coaching, advisement, technical assistance and professional training services related to the implementation of the HCTAYC Project. However, this alternative is not recommended since DHHS - Behavioral Health does not have enough qualified staff to perform the desired coaching, advisement, technical assistance and professional training services.
