DISCUSSION:

The Humboldt County Department of Public Works has plans to replace the Mattole River Bridge (Honeydew Bridge No. 4C-055) on Mattole Road (F3D010) Post Mile 0.02. The Honeydew Bridge crosses the Mattole River at the community of Honeydew north of the junction with Wilder Ridge Road.  Built in 1920, the existing bridge is a single-lane, two (2) span, 386-foot-long structure consisting of two (2) 190-foot-long riveted steel Camelback truss spans with timber decking and rails. The bridge is structurally deficient because of its age, condition, costs of ongoing maintenance and the bridge is functionally obsolete due to not meeting current geometric and seismic standards.

 

In 1997, the Humboldt County Board of Supervisors passed a resolution (No. 97-56) to replace the bridge. The resolution was based on past bridge inspection reports conducted by the California Department of Transportation (“Caltrans”). Bridge inspections reports have recorded instances in which oversize vehicles hit the structure causing several main truss members to be damaged to the point where the damaged portions had been cut out and new pieces welded in. Those collisions also caused many of the portal cross frames to be damaged, they remained bent or had been replaced. Also documented are deterioration problems with the decking, rails, wheel runners and paint condition. A load restriction was placed on the bridge in 1979 which limited the capacity to legal loads with a 15-mph speed limit. Presently oversize or overweight permit loads are not allowed. 

 

In 2020, Public Works completed a bridge maintenance project where timber bridge rails, timber wheel runners and damaged structural streel members where replaced. However, the bridge inspection report completed on March 18, 2023, further lowered the sufficiency rating and placed a load restriction limiting capacity of the bridge to 30%-40% below the legal weight limit.  

 

On Aug. 3, 2023, Public Works was authorized by the Highway Bridge Program to proceed with construction. Public Works has scheduled the bridge replacement project for construction to begin in 2024 and has prepared the attached request for qualifications (“RFQ”) to retain an experienced and qualified consulting firm to provide construction management services for the project. The attached RFQ meets federal requirements and complies with the latest guidelines from the Caltrans Local Assistance Procedures Manual. The RFQ sets forth the requirements for the content of Statements of Qualifications and the processes for review, evaluation, selection and contract negotiation with the highest-ranking consultant. Public Works will return to the Board of Supervisors in order to award a consultant services agreement with the selected consultant. The estimated maximum amount payable under the consultant services agreement awarded pursuant to this RFQ process is $1,400,000.

 

Accordingly, Public Works recommends that the Board of Supervisors approve, and authorize the Director of Public Works to advertise and distribute, the attached RFQ regarding the provision of construction management services for the Honeydew Bridge Replacement Project.

Narrative Explanation of Financial Impact:

As noted above, the estimated maximum amount payable for the construction management services rendered, and costs and expenses incurred, pursuant to the terms and conditions of the consultant services agreement awarded as a result of this RFQ process is $1,400,000. The project is funded by the Federal Highway Administration’s Highway Bridge Program (88.53%) and the Humboldt County Department of Public Works Road Fund (11.47%).  Funds for construction of the project are incorporated into the approved fiscal years 2023-24, 2024-25, and 2025-26 budget for the Road Fund budget, 1200-321-2118.  There is no financial commitment until the Board approves the consultant services agreement with the selected consultant.

There is no impact to current staffing levels related to the advertisement of the RFQ regarding the provisions of construction management services for Honeydew Bridge Replacement Project.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached RFQ regarding the provision of construction management services for the Honeydew Bridge Replacement Project.  However, this alternative is not recommended because Public Works has limited personnel to provide the construction management services needed to implement the Project.
