RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the WOA with Heluna Health to administer the CDPH ELC PHL Preparedness Supplement 1 Grant;

2.                     Authorize the Director of Public Health, or a designee thereof, to sign the WOA; and

3.                     Authorize the Director of Public Health, or a designee thereof, to sign all future amendments and documents directly related to the WOA upon review and approval of County Counsel and Risk Management.

DISCUSSION:

On September 27, 2021, CDPH allocated $100,000 to Department of Health and Human Services (DHHS) - Public Health under the ELC PHL Preparedness Through LRN grant. This funding supports the Humboldt County Public Health Laboratory (HCPHL) participation in becoming connected to CDPH’s Color testing platform and will allow HCPHL to act as a backup lab for the Valencia Branch Laboratory (VBL) in case of operation or transportation disruptions to VBL. This grant supports these Continuity of Operations Plan (COOP) activities and statewide COVID-19 emergency testing for the period between July 1, 2021 and December 15, 2022. Heluna Health has been assigned by CDPH to oversee this grant funding.

 

COOP activities help strengthen PHL COVID-19 surveillance, detection, and preparedness. The HCPHL will complete the following COOP activities: 1) participate in COOP, including planning meetings, capacity data, mapping to state collection sites, and memorandum of agreement/understanding (MOA/MOU) for COVID-19 emergency testing; 2) verify state collection site COVID-19 transport media, such as molecular transport medium (MTM) and/or dry swabs; 3) test and verify Color Application Programming Interface (API) - Laboratory Information Management System (LIMS) software integration; and 4) complete one or more COOP exercise(s) to test capacity to receive, test, and report state COVID specimens.

 

Approval of the WOA before your Board today will allow DHHS - Public Health to be reimbursed for COOP activities already completed and/or in process. This WOA comes before your Board after the start date due to late receipt from Heluna Health.

 

FINANCIAL IMPACT:

Approval of the Work Order Agreement with Heluna Health will allow DHHS - Public Health to be reimbursed for COOP activities from July 1, 2021 through December 15, 2022 in the amount of $100,000 in fund 1175, Budget Unit 435, Public Health Lab. These funds were anticipated in the 2021-22 Fiscal Year (FY). Funding will be fully expended and invoiced during FY 21-22 so funding will not carry over to FY 22-23. There is no impact to the County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board may choose to not approve the Work Order Agreement with Heluna Health; however, this is not recommended as it would prevent DHHS - Public Health from seeking reimbursement for HCPHL COOP activities.
