RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Department of Health and Human Services Director, or a designee thereof, to execute, the attached data sharing agreement with Partnership HealthPlan of California regarding the provision and receipt of Medi-Cal data pertaining to mutual clients for the purpose of developing and testing processes for eligibility maintenance, claims payment and reporting mechanisms required to implement the Drug Medi-Cal Organized Delivery system;

2.                     Waive the requirements of the Humboldt County Nuclear Free Ordinance with regard to the attached data sharing agreement with Partnership HealthPlan of California; and

3.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all future amendments to, and any other agreements and/or documents that are necessary to effectuate, the attached data sharing agreement with Partnership HealthPlan of California, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

Partnership HealthPlan of California (PHC) is the Medi-Cal Managed Care Plan for Medi-Cal beneficiaries residing in Humboldt County.  The Humboldt County Department of Health and Human Services (DHHS) has joined with seven other northern California counties and PHC to implement the Drug Medi-Cal Organized Delivery system.  The Drug Medi-Cal Organized Delivery system is an optional program under the State of California’s Medicaid waiver that is anticipated to significantly increase federal funding available to treat Medi-Cal beneficiaries suffering from substance use disorders.  Once DHHS has received the appropriate agreement from the State of California, it will seek approval from the Board of Supervisors to officially opt-in to the Drug Medi-Cal Organized Delivery system.

 

The attached data sharing agreement with PHC will allow DHHS and PHC to exchange, in accordance with any and all applicable local, state and federal requirements, Medi-Cal data pertaining to mutual clients that is needed to develop and test processes for eligibility maintenance, claims payment and reporting mechanisms required to implement the Drug Medi-Cal Organized Delivery system.  It should be noted that the attached data sharing agreement with PHC does not contain a fixed term and will expire only upon the termination thereof by either party.  In addition, the Board must waive the requirements of the Humboldt County Nuclear Free Ordinance in order to approve the attached data sharing agreement with PHC, since it does not contain a provision which requires PHC to comply with the requirements set forth therein.

 

Accordingly, DHHS recommends that the Board approve, and authorize the DHHS Director, or a designee thereof, to execute, the attached data sharing agreement with PHC regarding the provision and receipt of Medi-Cal data pertaining to mutual clients.  DHHS also recommends that the Board authorize the DHHS Director, or a designee thereof, to execute any and all future amendments to, and any other agreements and/or documents that are necessary to effectuate, the attached data sharing agreement with PHC, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid potential delays in the exchange of needed Medi-Cal data.

 

FINANCIAL IMPACT:

There are no costs associated with the attached data sharing agreement with PHC.  As a result, approval of the attached data sharing agreement with PHC will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached data sharing agreement with PHC regarding the provision and receipt of Medi-Cal data pertaining to mutual clients.  However, this alternative is not recommended since it will not allow DHHS and PHC to exchange Medi-Cal data pertaining to mutual clients that is needed to develop and test processes for eligibility maintenance, claims payment and reporting mechanisms required to implement the Drug Medi-Cal Organized Delivery System.
