Recommendation

That the Board of Supervisors:

1.                     Approve the attached Mutual Aid Agreement between County of Shasta and County of Humboldt; and

2.                     Direct the Clerk of the Board to return two signed copies of the agreement to Chief Probation Officer Coral Sanders

DISCUSSION:

Over the last few years Public Safety Power Shutoffs (PSPS), wildfires, and adverse weather conditions and events have caused the Probation Department to closely review the department’s existing Continuity of Operations Plan (COOP). One of the challenges identified was the Juvenile Hall. Probation is mandated to operate a juvenile hall; however, in the event of a forced evacuation there is no local suitable secure facility into which staff can move youth. The best available options are contiguous counties. To that end, Humboldt County Probation has previously entered into a mutual aid agreement with Mendocino County Probation and is now also seeking to enter into a mutual aid agreement with Shasta County Probation. The agreements are mutual, meaning that Humboldt County would also receive Shasta County youth in the event of a disaster forcing evacuation there.

Narrative Explanation of Financial Impact:

Humboldt County has never had to activate a mutual aid agreement and in years when the agreement in not activated, there is no financial impact. In the event that Humboldt County had to evacuate youth to Shasta County, there would be no cost for the first 7 days. Beyond 7 days, the cost to the sending county would be $100 per day, per youth and should the length of stay extend beyond 21 days. The cost to the sending county would be $175 per day, per youth. The annual amount of this agreement is not to exceed $50,000. These costs would be absorbed into the existing Juvenile Hall Budget Units 234. Similarly, were Humboldt County to receive Shasta County youth, the funds would be directed back into the Juvenile Hall Budget Unit 234 to offset the cost of housing the out-of-county youth.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may elect not to approve the mutual aid agreement; however, this is not recommended as it would leave detained youth in Humboldt County vulnerable in the event of a forced evacuation. Not having agreements in place could result in serious delays in finding safe and secure detention space for detained Humboldt County youth.
