RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the McKinleyville Safe Routes to Schools Project; and

2.                     Award the project agreement to RAO Construction Co, Inc., for the total amount of $645,911;

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Public Works Director to execute contract change orders up to the amount of $25,000.

DISCUSSION:

On Feb. 28, 2023, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the McKinleyville Safe Routes to Schools Project for bids. On April 4, 2023, the County of Humboldt received four (4) bids for the project, which are attached hereto as Attachment 1.

 

The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the McKinleyville Safe Routes to Schools Project; award the attached project agreement to RAO Construction Co, Inc., for the total amount of $645,911; authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of $25,000.

Narrative Explanation of Financial Impact:

The McKinleyville Safe Routes to Schools Project is being funded by the California Department of Transportation’s Active Transportation Program (100% up to $490,000), the Humboldt Union High School District ($53,260), and the Humboldt County Road Fund (approximately 30%). The contract bid amount is $645,911. The total project cost is estimated at $670,911. The County of Humboldt will be responsible for $127,651 of the total costs associated with the McKinleyville Safe Routes to Schools Project.

 

Expenditure appropriations relating to completion of the McKinleyville Safe Routes to Schools Project are included in the approved fiscal year (FY) 2022-23 and the proposed FY 2023-24 Road Fund Budget (1200321-2118).

 

Projects are paid in arrears with anticipated funding coming from the State of California as mentioned above. The FY 2021-22 Annual Road Report, completed by the State of California, reflected an estimated negative fund balance of $8.8 million in the County’s Road Fund. Even after allocating nearly $6.8 million of American Rescue Plan Act (ARPA) funds to the Road Fund in order to reduce the negative fund balance, the current estimated fund balance remains negative by approximately $7 million.

 

This negative balance is partially due to the timing of Federal Emergency Management Agency reimbursements to the county, which can take years for the county to receive repayment. The current total of outstanding repayments is approximately $11.5 million. The department utilizes other state and local funding, such as Regional Surface Transportation Program funds, for the Humboldt County Road Fund match for reimbursable projects. Despite those additional funding sources, Road Fund projects are underfunded and will very likely have a negative impact on the General Fund if additional revenue sources are not secured.

Narrative Explanation of Staffing Impact:

Awarding the project agreement for the McKinleyville Safe Routes to Schools Project will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the project agreement for the McKinleyville Safe Routes to Schools Project. However, this alternative is not recommended because the project will improve pedestrian and bicycle safety in the vicinity of McKinleyville High School and Morris Elementary School using funds that would not otherwise be available to Humboldt County.
