DISCUSSION:

The County of Humboldt currently operates an analog, very high frequency conventional radio system dispersed amongst seven (7) remote telecommunications sites.  The radio system within these seven (7) remote telecommunications sites are seeing a reduced level of service, particularly with in-building coverage.   Due to the general age of the system and its components, some portions of the system may have reached an end-of-life status with regards to vendor support.  Motorola has been chosen as the entity to implement the Project Management Plan to upgrade the radio system within the seven (7) remote telecommunication sites located in Humboldt County.

The attached telecommunications vault lease agreement with the state of California will allow for the installation and maintenance of a new radio system within the State of California’s Radio Building located in Shelter Cove California.

FINANCIAL IMPACT:

Monthly rent for the first year of the attached telecommunications vault lease agreement with the State of California will be $727 per month, or $8,724 per year, with three percent (3%) annual increases totaling $66,840 for the period of Nov. 1, 2022 through Oct. 31, 2029.  The recommended supplemental budget for fiscal year 2022-23 will increase appropriations in the Communications budget unit 3521-351 by $5,816. Subsequent year’s expenses will be included in the Communications budget calculations.

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

OTHER AGENCY INVOLVEMENT:

None

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to approve the attached telecommunications vault lease agreement with the State of California regarding use of the Shelter Cove telecommunications site. However, this alternative is not recommended as it would result in a continued lack of adequate radio coverage in the Shelter Cove area.
