That the Board of Supervisors:
1. Approve a resolution allowing an exception to the 180- day wait period to employ Curtis Eikerman as an extra help retired annuitant Aviation Operations Manager (class 0617, salary range 512, step E) with the Humboldt County Department of Aviation, to assist in onboarding and training the newly hired and critically needed permanent position of Aviation Operations Manager. DISCUSSION:
On April 10, 2026, Curtis (Curt) Eikerman retired from his position of Aviation Operations Manager with the Humboldt County Department of Aviation, after more than 5 years of experience in Humboldt County and more than and more than 23 years of experience as an operations manager within the aviation industry. With the level of responsibilities, specialized technical skills and knowledge of Federal, state and county rules and regulation for which the Aviation Operations Manager is responsible, the Department of Aviation requests an exception to the 180-day wait period retired annuitants for Curt Eikerman to assist with on-boarding and training of the newly hired Aviation Operations Manager.
Mr. Eikerman has agreed to return in an extra-help capacity to assist the Humboldt County Department of Aviation during the on-boarding and training of the newly hired full-time permanent Aviation Operations Manager and share his extensive knowledge of the Humboldt County Airport System. Curt Eikerman’s employment as a temporary retired annuitant Aviation Operations Manager (class 0617, salary range 512, step E) with the Department of Aviation is essential to the successful onboarding and training of the new Aviation Operations Manager. The attached resolution will allow the county to effectuate this action.

Narrative Explanation of Financial Impact:
Anticipated costs for the former Aviation Operations Manager to onboard and train the new Aviation Operations Manager is $15,927. These funds have been budgeted in the approved fiscal year 2026-27 adopted budget for CA Redwood Coast - Humboldt County Airport (ACV) budget, 3530381.

There is significant impact to approving the resolution attached to this item as it will allow the former Aviation Operations Manager to transfer his extensive knowledge of the county’s airport system to the new Aviation Operation Manager.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose to not approve the attached resolution. However, this is not recommended as the transfer of institutional knowledge of the county’s airport system is essential to ensure the success of the newly hired Aviation Operations Manager and to adhere to CalPERS mandates requirements.
