RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, authorize the Director of Public Works to advertise and distribute, the attached request for proposals regarding the provision of design engineering and environmental services for Garberville Redwood Drive Complete Streets; and

2.                     Direct the Clerk of the Board to provide the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

On Aug. 15, 2025, Humboldt County received State Transportation Improvement Program funding for the project approval and environmental document phase for the Garberville Redwood Drive Complete Streets Project.    The next phase of funding is for developing the plans, specifications and estimate, and is scheduled for approval on the Aug. 14, 2026, by the California Transportation Commission.

 

The Garberville Redwood Drive Complete Streets Project encompasses approximately 0.5 miles of Redwood Drive within the community of Garberville, extending from the southern connection with Highway 101 (Post Mile 0.00) to the northbound Highway 101 on-ramp at the northern end of town (Post Mile 0.50).

 

Redwood Drive is the former alignment of Highway 101 and now serves as Garberville's primary commercial corridor.  The roadway supports local businesses, residents, visitors, pedestrians, bicyclists, transit users, and motorists.

 

The corridor experiences the highest average daily traffic volumes in Southern Humboldt, carrying approximately 9,800 vehicles per day.  Existing conditions include pedestrian and vehicular congestion, deteriorated roadway surfaces, limited pedestrian accessibility, constrained bicycle accommodations, and operational challenges associated with nearby Highway 101 on-ramps and off-ramps.  The roadway also experiences recurring safety concerns, with an average of approximately five reported collisions annually within the project limits.

 

The Project will implement Complete Streets improvements to enhance safety, accessibility, mobility, and economic vitality within the corridor.  Building upon previously completed conceptual layouts and 30-percent design plans, the selected consultant will evaluate and refine prior work, complete required environmental documentation, engage stakeholders and the public, and advance a preferred alternative through final design.

 

Accordingly, the department recommends that the Board of Supervisors approve and authorize the Director of Public Works to issue the attached RFP regarding design engineering and environmental services for Garberville Redwood Drive Complete Streets project.

Narrative Explanation of Financial Impact:

As noted above, the maximum amount payable for any and all design engineering and environmental services provided, and costs and expenses incurred, pursuant to the terms and conditions of the consultant services agreement awarded as a result of this RFP process is $1,000,000.  California Transportation Commission will fund 100% of project engineering costs up to maximum of $1,200,000.   Project engineering costs that exceed $1,200,000 will be the responsibility of the Humboldt County Roads Division.   Expenditure appropriations related to design engineering and environmental services for Garberville Redwood Drive Complete Streets Project are included in the proposed fiscal year 2026-27 budget and will be included FYs 2027-28, and 2028-29 proposed budgets for Roads Engineering, 1200-321.

 

There is no financial obligation until the Board approves a consultant services agreement with the selected consulting firm.

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached RFP regarding the provision of design engineering and environmental services for Garberville Redwood Drive Complete Streets.  However, this alternative is not recommended since Public Works does not have personnel to do large scale community complete street projects.
