RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Chair of the Board and the Sheriff to execute the attached Professional Services Agreement with the Southern Humboldt Family Resource Center for a Youth Prevention Coordinator to provide youth outreach, prevention, and education regarding drug usage, with a focus on cannabis, in the amount of $101,670.00 for the period of July 1, 2022 through September 30, 2023 (attachment 1).
2. Authorize the Chair of the Board, the Sheriff, Undersheriff, or Deputy Director of the Sheriff’s department, to execute any and all subsequent amendments to the attached Professional Services Agreement with the Southern Humboldt Family Resource Center, after review and approval by County Counsel, Risk Management and the County Administrative Office.
3. Direct the Clerk of the Board to return one fully executed original copy of the attached Professional Services Agreement with the Southern Humboldt Family Resource Center to the Sheriff’s Business Office for further processing.

DISCUSSION:
To meet the goals of the BSCC Prop 64 Grant, the Humboldt County Sheriff’s Office (HCSO) is recommending to contract with the Southern Humboldt Family Resource Center for a Youth Prevention Coordinator. The Youth Prevention Coordinator will provide services focused on youth outreach, prevention, and education. They will facilitate various activities that will make a meaningful difference in Southern Humboldt’s youth and help foster opportunities to develop the skills needed to become successful adults. The Youth Prevention Coordinator will act as a mentor to at-risk students, addressing substance use/misuse and career exploration, in addition to intervening to promote healthy behaviors.
The Youth Prevention Coordinator will also be responsible for gathering data for quarterly reporting to be provided to the Humboldt County Sheriff’s Office, as required by the granting agency.
Accordingly, the Humboldt County Sheriff’s Office (HCSO) recommends that the Board of Supervisors approve, and authorize the Chair of the Board, and the Sheriff to execute the attached Professional Services Agreement with the Southern Humboldt Family Resource Center regarding the provision of services of a Youth Prevention Coordinator for the period of July 1, 2022 through September 30, 2023. Staff also recommends that the Board authorize the Chair of the Board, the Sheriff, Undersheriff, or Deputy Director of the Sheriff’s department to execute any and all subsequent amendments to the attached Professional Services Agreement with the Southern Humboldt Family Resource Center after review and approval by County Counsel, Risk Management, and the County Administrative Office, in order to avoid any unnecessary delays in the provision of services of the Youth Prevention Coordinator.
FINANCIAL IMPACT:
The attached Professional Services Agreement with the Southern Humboldt Family Resource Center has a total payable of $101,670 for the period of July 1, 2022 through September 30, 2023. However, in the event the grant funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached Professional Services Agreement with Southern Humboldt Family Resource Center.
Expenditure appropriations for $80,000 related to the attached agreement was included in the proposed budget for FY2022-23 for the HCSO Budget Unit 1100-221960 in Professional Services 2118. The remaining $21,670.00 will be budgeted in FY2023-24. Funding for the attached Professional Services Agreement with the Southern Humboldt Family Resource Center is available through the Prop 64 grant. As a result, approval of the agreement with the Southern Humboldt Family Resource Center will not impact the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the agreement or allow the Chair of the Board or Sheriff to sign such agreements, however this alternative is not recommended as it will result in a lack of additional outreach and focused drug prevention for at risk youth, especially in the Southern Humboldt area.
