RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Feather House Sober Living, LLC regarding the provision of low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment as part of the Substance Use Block Grant Program for the period of Oct. 29, 2024, through June 30, 2027;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Feather House Sober Living, LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Feather House Sober Living, LLC to the Department of Health and Human Services ̶ Contract Unit for further processing.

DISCUSSION:
The Substance Use Block Grant Program, formerly known as the Substance Abuse Block Grant Program, is a noncompetitive grant program administered by the Substance Abuse and Mental Health Services Administration. The objective of the Substance Use Block Grant Program is to plan, implement and evaluate activities that prevent and treat substance abuse. The California Department of Health Care Services acts as a pass-through agency to provide Substance Use Block Grant Program funding to local non-federal government agencies to provide substance use disorder treatment services directly or by contracting with local substance use disorder treatment providers.
The attached professional services agreement with Feather House Sober Living, LLC will allow for the provision of low-barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment services as part of the part of the Substance Use Block Grant Program for the period of October 29, 2024, through June 30, 2027. Opioid Settlement Funds will be used to supplement grant funds to fully fund this agreement.
Accordingly, the Department of Health and Human Services - Behavioral Health (“DHHS -Behavioral Health”) recommends that the Board approve the attached professional services agreement with Feather House Sober Living, LLC regarding the provision of low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment services as part of the Substance Use Block Grant Program for the period of Oct. 29, 2024 through June 30, 2027.

The attached professional services agreement with Feather House Sober Living, LLC has a maximum amount payable of $551,550 for the period of Oct. 29, 2024 through June 30, 2027. In no event shall the maximum amount paid under the attached professional services agreement with Feather House Sober Living, LLC exceed $183,850 per year for fiscal years 2024-2025 through 2026-2027. However, in the event that local, state of federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Feather House Sober Living, LLC it its entirety.
Expenditure appropriations related to the attached professional services agreement with Feather House Sober Living, LLC have been included in the adopted fiscal year 2024-2025 budget for DHHS - Substance Use Disorder budget unit 1180-425. Funding for the attached professional services agreement with Feather House Sober Living, LLC is available through state and federal revenues and opioid settlement funds received by DHHS - Behavioral Health.
STAFFING IMPACT:
Approval of the attached professional services agreement with Feather House Sober Living, LLC will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Feather House Sober Living, LLC regarding the provision of low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment services as part of the Substance Use Block Grant Program. However, this alternative is not recommended as it will not allow for the provision of needed services to underserved populations throughout Humboldt County.
