Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County Department of Public Works to apply for, and accept, grant funding made available through the California Department of Parks and Recreation’s Per Capita Grant Program;
2. Direct the Clerk of the Board to return one (1) fully executed certified copy of the attached resolution to the Humboldt County Department of Public Works for submission to the California Department of Parks and Recreation; and
3. Approve, and authorize the Humboldt County Auditor-Controller to process, the attached supplemental budget request regarding the funding made available through the California Department of Parks and Recreation’s Per Capita Grant Program (4/5 vote required).

DISCUSSION:
On June 5, 2018, California voters approved Proposition 68 which created a program to make funds available for local park rehabilitation, creation and improvement grants to local governments on a per capita basis. Grant recipients are encouraged to utilize awards to rehabilitate existing infrastructure and address deficiencies in neighborhoods lacking access to the outdoors. Humboldt County was allocated a total of $400,000 (Attachment 1). Maintenance and repair activities are not eligible for grant reimbursement. One of the requirements for accessing the funds is passage of an authorizing resolution approving the filing of one or more applications. The authorizing resolution is the means by which the grantee’s governing body agrees to the terms of the grant agreement; confirms that the grantee has funding to complete, operate and maintain the project(s); and designates a position title to represent the grantee on administrative matters regarding the grant agreement.
Accordingly, the Humboldt County Department of Public Works (“Public Works”) recommends that the Board adopt the attached resolution (Attachment 2) which contains all the required language specified by the grant guidelines. The deadline for submitting application packets, including the authorizing resolution, is Dec. 31, 2021. Public Works anticipates submitting one (1) application for a project titled the Big Lagoon County Park Day-Use Restroom Replacement and Accessibility Enhancement Project, which would replace the restroom in the day-use area of Big Lagoon County Park, create accessible parking stalls and pathways, and create an accessible picnic area and seating area (Attachment 3). The total estimated project cost matches the grant allocation.
FINANCIAL IMPACT:
The County of Humboldt has been allocated $400,000 under the Per Capita Grant Program. A cost-share is not required for the Big Lagoon County Park Day-Use Restroom Replacement and Accessibility Enhancement Project and staff time and expenses directly related to the project will be reimbursed. As a result, adoption of the attached resolution will not impact the Humboldt County General Fund. The attached supplemental budget (Attachment 4) will incorporate these funds into the fiscal year 2021-22 budget.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure and seeking outside funding sources to benefit Humboldt County.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to adopt the attached resolution authorizing the Humboldt County Department of Public Works to apply for, and accept, grant funding made available through the California Department of Parks and Recreation’s Per Capita Grant Program. However, this alternative is not recommended as it would limit efforts to rehabilitate County Parks infrastructure and make park facilities accessible to all people.
