RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Director of Aviation and/or Assistant County Administrative Officer, or a designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for IIJA-AIG Grant No. 3-06-0010-062-2025 in the amount of $1,385,617; and
2. Authorize the Director of Aviation and/or Assistant County Administrative Officer, or a designee thereof, to execute future amendments to IIJA-AIG Grant No. 3-06-0010-062-2025, after review by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On Sept. 27, 2022, the Board of Supervisors approved California Redwood Coast-Humboldt County Airport (ACV) Runway and Electrical System Project, which the FAA planned to fund over the course of four phases through multiple grants, over multiple years. Specifically, this grant covers all project change orders, and the replacement of lighting regulators and vault equipment associated with the in-pavement centerline and touchdown zone lighting systems and high intensity light system on Runway 14/32.
In February 2025, the Department of Aviation submitted a project application for a grant of federal funds for the remaining cost of phase 4 associated with the above-mentioned project. The FAA has accepted, approved, and has submitted the attached grant offer with a maximum federal obligation of $1,385,617 as follows:

Accordingly, the Department of Aviation recommends that the Board of Supervisors adopt the attached resolution authorizing the Director of Aviation and/or Assistant County Administrative Officer, or a designee thereof, to execute any and all documents necessary to secure and accept Grant Offer No. 3-06-0010-062-2025 in the amount of $1,385,617.

Narrative Explanation of Financial Impact:
FAA IIJA-AIG Grant Offer No. 3-06-0010-062-2025 will provide funding to Humboldt County to support phase 4 of the ACV Runway and Electrical System Project in the amount of $1,385,617. The County of Humboldt would be responsible for up to $72,927, or 5% of the overall project costs.
These amounts have been budgeted in the adopted fiscal year (FY) 2025-26 Aviation Capital Project Budget (3539-170).

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to adopt the attached resolution authorizing the Director of Aviation and/or Assistant County Administrative Officer, or a designee thereof, to execute Grant Offer No. 3-06-0010-062-2025 for the above referenced project. However, declining to adopt the resolution would result in the forfeiture of $1,385,617 in federal funding, making it the County’s financial responsibility to fully fund the remaining phase of the project. This would place an unanticipated burden on local funds and impact the Department’s ability to support other priority projects and services.
