RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve Grant Agreement #2024-4 with the CUPA Forum Board to accept the grant amount of $31,895.46 for the purchase of chemical identification equipment (Attachment 1);

2.                     Authorize the DHHS-Public Health Director or designee thereof to sign Grant Agreement #2024-4;

3.                     Authorize the DHHS-Public Health Director or designee thereof to execute all subsequent amendments, and any other agreements, certifications, attestations, and documents directly related to the grant agreement, after review of County Counsel, Risk Management and the County Administrative Office;

4.                     Direct the Auditor-Controller to post the supplemental budget in the amount of $31,896 for fiscal year 2024-25 in Fund 1175, Budget Unit 411, Hazmat Program as outlined in Attachment 2 (4/5 vote required);

5.                     Authorize the purchase of chemical identification equipment for the Department of Health and Human Services (DHHS)-Public Health, Division of Environmental Health (DEH) Hazardous Materials (Hazmat) Program; and

6.                     Direct the Clerk of the Board to return one certified original, signed copy of the resolution to Public Health Administration.

DISCUSSION:

Before your Board today is a Grant Agreement from the CUPA Forum Board granting DEH in the amount of $31,895.46 to fund the purchase of an Apex Raman, handheld point and shoot spectrometer, for the DEH-Hazmat Program to use for field identification of chemicals, narcotics, explosives and biological agents. 

 

Approval of this agreement provides funding for the purchase of equipment that will improve the safety and efficiency of Hazmat staff while identifying potential chemical hazards during the investigation of hazardous materials releases, illegal dumping incidents, and the investigation of unlabeled chemicals. This equipment will reduce risks for inspectors and enable faster and more effective responses to unidentified substances.  The portability of the Apex unit facilitates chemical characterization particularly in hazardous conditions such as inclement weather, roadside spills, and investigations completed on unstable terrain.

Narrative Explanation of Financial Impact:

DEH is requesting that your Board direct the Auditor-Controller to supplement the budget in Fund 1175, Budget Unit 411, Hazmat Program, as set forth in the attached supplemental budget. The Supplemental Budget establishes revenue line 4455 and expenditure line 8986, in the amount of $31,896 for fiscal year 2024-25. The funding for this agreement is coming from the CUPA Forum Board, Environmental Protection Trust Fund and will be budgeted to Fund 1175, Budget Unit 411, Hazardous Materials Program.

 

STAFFING IMPACT:

There will be no impact to current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

N/A

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to approve the grant agreement with the CUPA Forum Board.  This is not recommended, and the loss of funding would leave the DEH without the ability to improve efficiencies in chemical identification.
