RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the State Standard Agreement # 19-10150 for WIC funding in the amount of $3,304,392.00 for the period of October 1, 2019 through September 30, 2022;
2. Authorize the Department of Health & Human Services (DHHS) - Public Health Director or a designee thereof to sign State Standard Agreement # 19-10150;
3. Authorize the Department of Health & Human Services (DHHS) - Public Health Director or a designee thereof to sign one (1) copy of Exhibit F Certification Regrading Lobbying;
4. Authorize the DHHS - Public Health Director or a designee thereof to sign future amendments and documents directly related to State Standard Agreement # 19-10150 upon County Counsel and Risk Management review and approval; and
5. Direct the Clerk of the Board to return one (1) copy of the certified agenda item to DHHS - Public Health.

DISCUSSION:
The County of Humboldt has participated in the WIC program since 1976. WIC provides individualized nutrition counseling, breastfeeding support, vouchers to purchase healthy foods for low-income women and their children as well as referrals to health care providers and medical clinics. The target population includes women who are pregnant, breastfeeding or have recently delivered a baby as well as infants and children less than five years of age. DHHS - Public Health WIC serves approximately 3,400 clients a month. WIC is federally funded; CDPH is responsible for administering these funds for local WIC programs.
The State Standard Agreement # 19-10150 before the Board today is to continue to provide WIC funding from October 1, 2019 through September 30, 2022 in the amount of $3,304,392.
FINANCIAL IMPACT:
State Standard Agreement # 19- 10150 will allow CDPH to reimburse DHHS - Public Health for services up to a maximum of $3,304,392.00 for the period of October 1, 2019 through September 30, 2022. Anticipated funds in the amount of $ 826,098 were included in the fiscal year (FY) 2019-2020 county budget in fund 1175, budget unit 415, however the WIC contract follows a Federal fiscal year of October 1, 2019 through September 30, 2020, any necessary adjustments will be made at year end. The funding amount for FY 2020-21 and FY 2021-22 will be included in the annual budgeting process. There is no impact to the General Fund.

OTHER AGENCY INVOLVEMENT:
None.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to approve the agreement with CDPH for WIC funding. However, DHHS - Public Health does not recommend this as the WIC program is federally funded and provides services to low-income families throughout the County of Humboldt.
