RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept a donation of two ChargePoint CT4000, dual-port, bollard mounted electric vehicle (EV) charging stations from Redwood Coast Energy Authority (RCEA) for the ACV Parking Lot; and
2. Authorize the Interim Director of Aviation or their designee to sign the Transfer Agreement.

DISCUSSION:
On May 16, 2023, your Board approved the bid authorization for the ACV Parking Lot Rehabilitation Project and found that the project was exempt from environmental review pursuant to Section 15301 of the California Environmental Quality Act Guidelines. Work for this project included replacement of parking lot pay booths with modernized electronic payment and customer service communications equipment, milling and removing dilapidated asphalt surfacing, leveling the surface area for ADA compliance and replacing the asphalt with a new surface. Electrical work associated with this project included new pole locations to conform to the new parking lot spatial alignment and the installation of new EV charging stations.
Electrical engineering design expertise was provided by Cal Poly Humboldt-Schatz Energy Research Center (SERC) and Lochner (formerly Armstrong Consultants). Additionally, Cal Poly Humboldt-SERC Engineers provided technical expertise for installation of the EV charging infrastructure on the project. Backup power, when the PG&E grid is out of service, to the EV charging infrastructure will be provided by the previously constructed Redwood Coast Airport Microgrid at ACV.
As part of the project, the Department of Aviation purchased four ChargePoint CT4000, dual-port, bollard mounted EV charging stations. The RCEA previously procured two additional ChargePoint CT4000, dual-port, bollard mounted EV charging stations that they wish to transfer ownership to the county. The cost of each unit is approximately $13,304 for a total of $26,608. The associated infrastructure improvements have been completed, and in order to proceed with project closeout, the installation of the two remaining chargers is necessary.
Turn up, monitoring, and maintenance of the two donated EV charging stations will be the responsibility of the Department of Aviation and is consistent with the four like EV charging stations purchased by the department.

Narrative Explanation of Financial Impact:
The acceptance of this donation will allow for the completion of the ACV Parking Lot Project and for the department to receive remaining Federal Aviation Administration (FAA) grant funding for the project. The department could choose to purchase three-year extended warranties for the two EV charging stations at a cost of $1,700 per unit for a total cost of $3,400. Sufficient funds exist in the Aviation budget (3530381) should the department choose to obtain extended warranties. Costs for installation and turn up of the EV charging stations are included in the ACV Parking Lot Project expenditures in Aviation Capital Projects (3539170).

ALTERNATIVES TO STAFFY RECOMMENDATIONS:
Your Board could choose not to approve the attached appropriation transfer. However, that is not recommended as it would prevent the final phase necessary to close out the ACV parking lot project with the FAA.
