RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to execute, the attached California Department of Health Care Services Annual License Renewal Recommendation Form recommending renewal of Aegis Treatment Centers, LLC’s license to operate a narcotic treatment program in Humboldt County;
2. Authorize the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to execute any and all subsequent California Department of Health Care Services Annual License Renewal Recommendation Forms regarding the renewal of Aegis Treatment Centers, LLC’s license to operate a narcotic treatment program in Humboldt County, after review and approval by County Counsel and the County Administrative Office; and
3. Direct the Clerk of the Board to send one certified copy of the Board Order approving, and authorizing the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to execute, the attached California Department of Health Care Services Annual License Renewal Recommendation Form to the Humboldt County Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Aegis Treatment Centers, LLC manages 31 narcotic treatment programs at outpatient clinics across California. Aegis Treatment Centers, LLC is fully certified and licensed to operate a narcotic treatment program in Humboldt County. As part of the annual license renewal process, Aegis Treatment Centers, LLC is required to submit an Annual License Renewal Recommendation Form that has been executed by the Humboldt County Substance Use Disorder Administrator to the California Department of Health Care Services (DHCS). Execution of the attached Annual License Renewal Recommendation Form will affirmatively certify that there is a need for the provision of narcotic treatment program services in Humboldt County.
In 2017, Humboldt County had the second-highest per capita opioid overdose death rate among California counties. There is currently a lack of any certified narcotic treatment program providers in Humboldt County, which has created a gap in addressing this community need. The County of Humboldt currently has an agreement with Aegis Treatment Centers, LLC regarding the provision of narcotic treatment program services at its treatment facility located on First Street in Eureka, California which is scheduled to open on July 15, 2020.
Accordingly, the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) recommends that the Board approve, and authorize the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to execute, the attached DHCS Annual License Renewal Recommendation Form recommending renewal of Aegis Treatment Centers, LLC’s license to operate a narcotic treatment program in Humboldt County. It is also recommended that the Board authorize the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to execute any and all subsequent DHCS Annual License Renewal Recommendation Forms regarding the renewal of Aegis Treatment Centers, LLC’s license to operate a narcotic treatment program in Humboldt County, after review and approval by County Counsel and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed narcotic treatment program services.
FINANCIAL IMPACT:
There are no immediate costs associated with approving and authorizing the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to execute, the attached DHCS Annual License Renewal Recommendation Form. As a result, approving, and authorizing the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to execute, the attached DHCS License Renewal Recommendation Form will not impact the Humboldt County General Fund.

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, improving the safety and health of our communities and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve, and authorize the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to execute, the attached DHCS Annual License Renewal Recommendation Form recommending renewal of Aegis Treatment Centers, LLC’s license to operate a narcotic treatment program in Humboldt County. However, this alternative is not recommended since it will not allow DHHS - Behavioral Health to fulfill its contractual obligations regarding the provision of narcotic replacement therapy services, and other covered services, to eligible Drug Medi-Cal beneficiaries residing in Humboldt County.
