RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Director of Aviation to execute the attached Non-Federal Reimbursable Agreement with the Federal Aviation Administration (FAA) for California Redwood Coast-Humboldt County Airport engineering design review and oversight support for Runway 32 MALSR;

2.                     Authorize the Director of Aviation to execute any future amendments after review by County Counsel, Risk Management, and the County Administrative Office; and

DISCUSSION:

On June 22, 2021, the Department of Aviation accepted a Department of Transportation (DOT)-Federal Aviation Administration (FAA) Grant Offer for an Airport Improvement Program (AIP) Project for a preliminary concept report study for Runway 14-32 and taxiway connector pavement rehabilitation and electrical improvements.  This was the first phase in conducting an engineering analysis of current conditions to develop plans for future electrical and runway infrastructure projects.

 

On Nov. 16, 2021, your board approved of a project with Armstrong Consultants, Inc. to design, prepare documents, and manage the bidding process for the Runway 14/32 runway and electrical system replacement projects at ACV. 

 

The Federal Aviation Administration owns and operates the ACV Runway 14/32 Instrument Landing System (ILS) comprised of the Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR), Runway 14/32 Localizer (LOC), Glide Slope (GS), Precision Approach Path Indicator (PAPI) and Runway Visual Range (RVR).  These FAA owned navigational assets, particularly the MALSR, will be directly impacted through the Runway 14/32 rehabilitation and electrical improvements project.  Therefore, the Non-Federal Reimbursable Agreement will provide funding for the FAA to perform engineering design review, oversight support, and technician support for construction work and impacts to the Runway 14/32 MALSR.

 

FINANCIAL IMPACT:

The estimated cost associated with this agreement is $240,650.35.  The county would be responsible for prepaying the entire estimated cost of the agreement.  After prepaying, the county will then seek reimbursement from the FAA through a future Airport Improvement Program (AIP) Grant for 90.66%, or $218,173.61, of the project costs.  The County of Humboldt would be responsible for the remaining 9.34% or $22,476.74.  This local share will be paid for out of the Aviation Capital Projects budget, 3539-170. Sufficient funds for the county cost share of the project have been included in the fiscal year 2022-23 proposed budget. Therefore, there is no impact to the General Fund.

This action supports your Board’s Strategic Framework by providing community-appropriate levels of service ; providing for and maintaining infrastructure; and seeking outside funding sources to benefit Humboldt County needs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose to not sign the Reimbursable Agreement with the Federal Aviation Administration.  However, this alternative is not recommended as the Department of Aviation would be forfeiting $218,173.61 in federal funds for a project that helps ensure safety of those traveling to and from Humboldt County.
