RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Appoint the following individuals to serve on the Measure O funding Ad Hoc and develop a multi-year allocation plan to be presented to the Board:

a.                     Supervisors Bushnell and Madrone

b.                     Public Works Director, or designee

c.                     Humboldt Transit Authority Director, or designee

d.                     Humboldt County Association of Governments Director, or designee

e.                     McKinleyville Community Services District Director, or designee

f.                     A representative from the Coalition for Responsible Transportation Priorities

g.                     County Administrative Officer, or designee

h.                     A representative from The Building and Construction Trades Council of Humboldt and Del Norte Counties

i.                     A representative from the Humboldt Builder’s Exchange; and

2.                     Direct staff to return with a resolution that contains the Ad Hoc’s recommendations and establishes the annual process for Measure O recommendations, community oversight, annual audits, and public disclosure.

DISCUSSION:

Executive Summary

On July 23, 2024, your Board approved placing the Humboldt County Roads/911 Emergency Response Measure (later titled Measure O) on the November, 2024 ballot to fund road and transit services. The staff report, resolution and presentation of that item discussed several layers of community oversight, one which requires that if the measure passed your Board would appoint a “Funding Workgroup” to recommend the amount of funding that will be allocated to roads and transit. This agenda item recommends the members to be appointed to that group, and directs staff to return with an item with the group’s funding recommendations as well as the annual process for Measure O.

 

Funding Workgroup

On Nov. 5, 2024, voters passed Measure O with 63.41% approval. Since that time, the Roads Ad Hoc appointed by your Board, consisting of Supervisors Bushnell and Madrone, have met and come up with a list of representatives to recommend be appointed to the Funding Workgroup as follows:

1.                     Supervisors Bushnell and Madrone

2.                     Public Works Director, or their designee

3.                     Humboldt Transit Authority Director, or their designee

4.                     Humboldt County Association of Governments Director, or designee

5.                     McKinleyville Community Services District Director, or designee

6.                     A representative from the Coalition for Responsible Transportation Priorities

7.                     County Administrative Officer, or their designee

8.                     A representative from The Building and Construction Trades Council of Humboldt and Del Norte Counties

9.                     A representative from the Humboldt Builder’s Exchange

 

Attachments 1 - 3 contain letters from Coalition for Responsible Transportation Priorities, The Building and Construction Trades Council of Humboldt and Del Norte Counties, and the Humboldt Builder’s Exchange with the names of individuals who those entities would like to participate. The Funding Workgroup will meet and develop an allocation recommendation, which will likely span multiple years. The Funding Workgroup would not meet again until just before the allocation time frame expires. For example, if the Board approved a 5-year allocation plan then this group would not meet again until the last year of that plan to begin developing another funding recommendation.

 

Measure O Process

Staff will return with a resolution that identifies how staff will seek annual approvals for specific spending plans. This will include annual interactions between the Humboldt County Association of Governments, its Technical Advisory Committee and Social Services Technical Advisory Committee, and the county’s Audit Committee. As stated in the staff report, resolution and presentation materials on the measure, staff will present a scenario wherein these two committees provide the bulk of the recommendations on how Measure O should be spent within the roads and transit functions, with the Audit Committee set to serve as the Citizens Oversight Committee described in the ordinance and will review and report out on expenditures after year-end.

Narrative Explanation of Financial Impact:

Measure O is projected to provide $24 million in revenue each year. The Funding Workgroup will recommend to your Board how much funding should be allocated to Public Works for road service, and to transit services.

 

STAFFING IMPACT:

Narrative Explanation of Staffing Impact:

Measure O will require significant staffing resources to administer an additional $24 million in annual funding from several departments in order to provide the service and transparency necessary for this voter-approved measure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
