DISCUSSION:

Pursuant to Welfare and Institutions Code 749.22, the county is required to establish a multiagency juvenile justice coordinating council (MAJJCC), whose purpose is to develop a comprehensive juvenile justice plan for the county. This plan informs the Probation Department in how to spend monies received by the state through the Juvenile Justice Crime Prevention Act and the Youth Offender Block Grant. MAJJCC was formed in the late 1990s and has been meeting quarterly ever since. By statute the MAJJCC shall, at minimum, include the Chief Probation Officer (as chair), and a representative each from the District Attorney’s Office, the Public Defender’s Office, the Sheriff’s Office, the Board of Supervisors, Social Services, Mental Health, a community-based drug and alcohol program, a city police department, the county office of education or a school district, and an at-large community member. In addition, the council shall also include representatives from nonprofit community-based organizations providing service to minors.

The statute states the Board of Supervisors shall be informed of the community-based organizations participating in the council; however the local by-laws for MAJJCC declare the Board shall approve membership in the council by a majority vote. Therefore, staff recommends the Board approve the following list of appointments to the MAJJCC:

Chief Probation Officer - Shaun Brenneman

                     District Attorney - Maggie Fleming

                     Public Defender - Marek Reavis

                     Sheriff - William Honsal

                     Board - Steve Madrone

Mental Health/Social Services - Connie Beck

Eureka Police Department - Steve Watson

Humboldt County Office of Education - Chris Hartley

                     Community Member - Catarina Kein

Boys and Girls Club - Sacha Marini

Superior Court - Judge Joyce Hinrichs

Members of the committee may direct designees to attend the committee meeting on their behalf.

FINANCIAL IMPACT:

There is minimal financial impact to creating this agenda item, however, appointments to the MAJJCC create a juvenile justice plan for the county, which informs the way the Probation Department spends funding received by the state through the Juvenile Justice Crime Prevention Act and the Youth Offender Block Grant.

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by enforcing laws and regulations to protect residents.

OTHER AGENCY INVOLVEMENT:

Eureka Police Department, Humboldt County Office of Education, Humboldt County Superior Court, Boys & Girls Club

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could appoint additional members to the committee and/or could decline to appoint persons not listed in statute.
