RECOMMENDATION(S):
Recommendation
That the Zoning Administrator:
Adopt the resolution (Resolution 24- ), (Attachment 1) which does the following:
1. Finds that the proposed project complies with the Humboldt Bay Area Plan and Zoning Ordinance; and
2. Finds the project exempt from CEQA pursuant to Section 15301(l)(4) of the CEQA Guidelines, and that there is no substantial evidence that the project will have a significant effect on the environment; and
3. Approves the Miles Preservation Coastal Development Permit subject to the recommended conditions of approval (Attachment 1A).

Project Location:
The project site is in the Manila area, on the west side of State Highway 225, at the intersection of Stamps Lane and State Highway 255, on the property known as 150 Stamps Lane.
Present General Plan Land Use Designation:
Natural Resources (NR) and Agriculture/General (AG), Humboldt Bay Area Plan (HBAP). Density: 2.5 acre minimum. Slope Stability: Relatively Stable (0).
Present Zoning:
Natural Resources with a Beach and Dune Areas Combining Zone, and Rural Residential Agriculture with a 2.5-acre minimum parcel size and a Beach and Dune Areas Combining Zone. (NR/B; RA-2.5/B)
Environmental Review:
Project is exempt from environmental review per Section 15301(l)(4) (Existing Facilities) of the CEQA Guidelines.
State Appeal:
Project is appealable to the California Coastal Commission.
Major concerns:

Executive Summary: A follow-up Coastal Development Permit (CDP) to an Emergency Coastal Development Permit (ECDP) (PLN-2024-18919 - Attachment 2) to facilitate the demolition of six outbuildings at 150 Stamps Lane and extensive cleanup of illegally dumped trash and debris. Due to the condition of the property, trash, debris, and hazardous materials were being dumped illegally and without authorization. Clean-up efforts include demolition of unpermitted and dilapidated sheds and outbuildings, and removal of both interior and exterior trash and debris. Work commenced upon the issuance of the ECDP. Per the Construction Waste Management Plan submitted by the applicant (Attachment 1C), construction waste will be taken to Eel River Transportation and Salvage in Fortuna, CA and the concrete foundations will remain in place.
OTHER AGENCY INVOLVEMENT:
The original project was referred to responsible agencies and all responding agencies provided comments, recommended approval, or recommended conditional approval.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
1. The Zoning Administrator could elect to add or delete conditions of approval; or
2. The Zoning Administrator could deny approval of the requested permit if unable to make all the required findings.
