Recommendation
That the Board of Supervisors:
1. Ratify the execution of various agreements by the Department of Health and Human Services Director and designees thereof in response to COVID-19:
a. Memorandum of Understanding (MOU) with Blue Lake Rancheria
b. Second MOU and associated amendment with Blue Lake Rancheria
c. MOU with Redwood Acres
d. Second MOU with Redwood Acres
e. Professional Services Agreement and associated amendment with SoHum Housing Opportunities
f. Professional Services Agreement and associated amendment with Arcata House Partnership; and
2. Direct the Clerk of the Board to return a certified copy of the Board order to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
On March 11, 2020, the Humboldt County Health Officer declared a Local Health Emergency in response to the COVID-19 pandemic. Thereafter, on March 26, 2020 (Item D-1), the Board of Supervisors resolved to authorize department heads, or designees thereof, to execute agreements related to a declared emergency with the requirement that such agreements must be ratified by the Board of Supervisors at the next available Board meeting. In response to this resolution, the Department of Health and Human Services (DHHS) has developed and executed several agreements with local partners. DHHS continues to work with local partners to further strengthen the county’s response to COVID-19 and additional agreements are currently in development.
Accordingly, DHHS recommends that the Board ratify the execution of the following agreements by the DHHS Director and designees thereof:
1. Memorandum of Understanding (MOU) with Blue Lake Rancheria
a. Purpose: preparation of meals for individuals in quarantine
b. Term of MOU: April 8, 2020 through June 30, 2020
c. Cost: $0.00
2. Second MOU and associated amendment with Blue Lake Rancheria
a. Purpose: preparation of meals for individuals in quarantine
b. Term of MOU: July 1, 2020 through September 30, 2020
c. Cost: $4 per meal
3. MOU with Redwood Acres
a. Purpose: facility use as-needed for COVID-19 response operations
b. Term of MOU: April 20, 2020 through June 30, 2020
c. Cost: $0.00
4. Second MOU with Redwood Acres
a. Purpose: facility use as-needed for COVID-19 response operations; provide space for COVID-19 testing for citizens
b. Term: April 21, 2020 through June 30, 2021
c. Cost: Not to exceed $180,000
5. Professional Services Agreement and associated amendment with SoHum Housing Opportunities
a. Purpose: non-congregate shelter for individuals with underlying medical conditions in the Garberville area
b. Term: April 15, 2020 through June 30, 2021
c. Cost: $18,664
6. Professional Services Agreement and associated amendment with Arcata House Partnership
a. Purpose: non-congregate shelter for individuals with underlying medical conditions in the Arcata and McKinleyville area
b. Term: May 4, 2020 through June 30, 2021
c. Cost: Not to exceed $486,943
FINANCIAL IMPACT:
Cost recovery efforts to support the COVID-19 related response efforts will be sought through grant funds and Federal Emergency Management Agency (FEMA) reimbursement. The Redwood Acres MOU will be funded by FEMA reimbursement. Blue Lake Rancheria, SoHum Housing Opportunities, and Arcata House Partnership agreements are funded by a combination of grant funds received through the state for the Project Roomkey initiative, grant funds received from the County Medical Services Program, CARES Act funding, and FEMA funding. These agreements will be supported by Public Health Fund 1175, Budget Unit 455, PH Preparedness and Response. However, the General Fund may be impacted if reimbursement of COVID-19 expenses are not received timely through state and federal funders.
