That the Board of Supervisors:
1. Adopt the resolution (Attachment 1) approving the County Political Activities Policy (Attachment 2).

DISCUSSION:
The Human Resources Department, County Administrative Office, and Office of County Counsel have developed a Political Activities Policy to establish clear guidelines for political activities by county employees to ensure that such activities do not conflict with their duties and responsibilities as public servants.
California Government Code Sections 3201-3209 specify that certain public employees are prohibited from engaging in specific political activities, and therefore the Human Resources Department wishes to adopt this policy to provide a framework for employees to ensure the County is compliant with the government code.

Narrative Explanation of Financial Impact:
There is no financial impact associated to the adopting of the Political Activities Policy other than staff time to create the policy and prepare the item for your Board's review.

Narrative Explanation of Staffing Impact:
There is no staffing impact with the adoption of this policy. However, the adoption of this policy can potentially impact all staff as it provides guidelines for behavior at work.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to adopt the policy. However, this would not be recommended as a Political Activities Policy will ensure that there are standards for County employees behavior regarding political activities
